This, Mr President, is precisely the reason why the European Parliament has wanted not only to discuss, but also to adopt an own-initiative report in order to add fuel to the debate on the next summit, the second of the Heads of State and Government, which will take place next spring, and present a document that could offer a strategic vision with regard to these relations, in order that the European Union will not arrive at this summit empty handed, at least with regard to the responsibility of our institution.
Monsieur le Président, c'est précisément pour cette raison que le Parlement européen a voulu non seulement discuter, mais aussi adopter de sa propre initiative un rapport afin d'alimenter le débat relatif au prochain sommet - le second sommet des chefs d'État et de gouvernement, qui se tiendra au printemps prochain - et mettre sur la table un document qui puisse apporter un point de vue stratégique sur ces relations, afin que l'Union européenne ne se rende pas à ce sommet les mains vides, du moins en ce qui concerne la responsabilité de notre institution.
