The objective of the IMP is to support the sustainable use of seas and oceans and to develop coordinated, coherent and transparent decision-making in relation to the policies affecting the oceans, seas, islands, coastal and outermost regions and maritime sectors, as reflected in Commission Communication to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions of 10 October 2007 entitled ‘An Integrated Maritime Policy of the European Union’.
L’objectif de la PMI est de soutenir l’utilisation durable des mers et des océans et de mettre au point un processus décisionnel coordonné, cohérent et transparent au regard des politiques qui concernent les océans, les mers, les îles, les régions côtières et ultrapériphériques, et les secteurs maritimes, comme l’indique la communication de la Commission au Parlement européen, au Conseil au Comité économique et social et au Comité des régions du 10 octobre 2007 intitulée «Une politique maritime intégrée de l’Union européenne».

The Fishery Committee observes that similar proposals, such as the Proposal for a Council Decision on the accession of the Community to the Convention on the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean (COM (2003) 855), were based on the second subparagraph of Article 300(3) rather than the first subparagraph, entailing the application of the assent procedure.
La commission de la pêche constate que des propositions identiques, telles que la proposition de décision du Conseil relative à l’adhésion de la Communauté à la convention sur la conservation et la gestion des stocks de poissons grands migrateurs dans l’océan Pacifique occidental et central (COM (2003) 855), reposaient sur le deuxième alinéa de l’article 300, paragraphe 3 et non sur le premier alinéa, ce qui implique l’application de procédure de l’avis conforme.

– (PT) Mr President, ladies and gentlemen, the Committee on Fisheries, within its sphere of competence, submitted a number of proposals for amendments to the Committee on Budgets for consideration, most of which were well received and concern, in particular, the strengthening of European maritime policy in preparatory actions for the sustainable development of the ocean of opportunity represented by Europe’s oceans and seas, more resources for fisheries control so as to ensure the sustainability of the seas and oceans and for collecting information vital for the development of a sustainable fisheries policy, for the proper operation and efficiency of the Community Fisheries Control Agency and, moreover, regarding the outer most regions, to guarantee the effectiveness of the current programmes vital for minimising the constraints that continually and specifically affect those regions.
– (PT) M. le Président, mesdames et messieurs, dans sa sphère de compétences, la commission de la pêche a déposé une série de propositions aux fins d'amendements auprès de la commission des budgets pour examen, dont la plupart ont reçu un accueil favorable et concerne notamment le renforcement de la politique maritime européenne dans les actions préparatoires aux fins du développement durable des innombrables opportunités qu'offrent les mers et les océans en Europe, de ressources supplémentaires afin de garantir la durabilité des mers et des océans et collecter des informations essentielles au développement d'une politique de la pêche durable, aux fins du fonctionnement et de l'efficacité adéquats de l'agence communautaire du contrôle des pêches et, en outre, s'agissant des régions les plus éloignées, pour garantir l'efficacité des programmes actuels, essentiels à la minimisation des contraintes qui touchent continuellement et particulièrement ces régions.
