B. whereas, in order to improve employment opportunities for workers in the internal market and thereby contribute to raising the standard of living, a European Social Fund has been established by the Treaties, aimed at making the employment of workers easier, increasing their geographical and occupational mobility within the Union and facilitating their adaptation to industrial changes and to changes in production systems, in particular through vocational training and retraining;
B. considérant qu'afin d'améliorer les possibilités d'emploi des travailleurs dans le marché intérieur et de contribuer ainsi au relèvement du niveau de vie, un Fonds social européen a été institué par les traités, fonds qui vise à faciliter l'embauche de travailleurs, à accroître leur mobilité géographique et professionnelle au sein de l'Union et à faciliter leur adaptation aux mutations industrielles et à l'évolution des systèmes de production, notamment par la formation et la reconversion professionnelles;

Notes that since its inception in 1987 the Erasmus programme alone has enabled more than 2.2 million students to be mobile within the EU, and has made a significant contribution to mobility in European higher education; hopes, therefore, that the future multiannual financial framework will make adequate financial provision for all programmes designed to support mobility and education; calls on the Commission and the Member States to continue their active support for European and international education and study programmes, and programmes such as Grundtvig, Comenius, Leonardo da Vinci, Jean Monet and Erasmus so as to facilitate educational and occupational mobility for women in the EU and also to enable teachers to spend part of their working lives in another EU Member State, thereby helping to foster a sense of European citizenship and identity; stresses the importance of the new multiannual programme for education, vocational training, youth and sport, which builds on the positive experiences of all existing European programmes in the areas of mobility and education;

In order to improve employment opportunities for workers in the internal market and to contribute thereby to raising the standard of living, a European Social Fund is hereby established in accordance with the provisions set out below; it shall aim to render the employment of workers easier and to increase their geographical and occupational mobility within the Union, and to facilitate their adaptation to industrial changes and to changes in production systems, in particular through vocational training and retraining.

That the National Assembly reaffirm the consensus expressed in this House on December 13, 1990, on the occasion of the ministerial statement on manpower adjustment and occupational training, to the effect that Quebec must have sole responsibility for policies pertaining to manpower adjustment and occupational training within its borders and patriate accordingly the funding allocated by the federal government to these programs in Quebec. Within the current constitutional framework and in order to improve services to customers, Quebec must take over the control and management of various services pertaining to employment and manpower development and all programs that may be funded through the Unemployment Insurance Fund within Quebec's borders, and must therefore receive the funding appropriate to such responsibilities.
Que l'Assemblée nationale réaffirme le consensus exprimé en cette Chambre le 13 décembre 1990, lors de la déclaration ministérielle sur l'adaptation de la main-d'oeuvre et la formation professionnelle, à l'effet que: « -le Québec doit devenir le seul responsable des politiques d'adaptation de la main-d'oeuvre et de formation professionnelle sur son territoire et rapatrier en conséquence les budgets que le gouvernement fédéral alloue à ces programmes au Québec; « -dans le cadre constitutionnel actuel et dans la perspective d'un meilleur service à la clientèle, le Québec doit récupérer le contrôle et l'administration des différents services relatifs à l'emploi et au développement de la main-d'oeuvre et de tous les programmes susceptibles d'être financés à même les fonds du régime d'assurance-chômage sur le territoire du Québec à ces fins, et doit recevoir en conséquence les budgets qui accompagnent normalement une telle prise en charge; Je continue à citer cette motion adoptée à l'unanimité par l'Assemblée nationale du Québec: « -le gouvernement du Québec et les représentants du patronat, des syndicats et du secteur coopératif entendent s'opposer à toute initiative du gouvernement fédéral qui constituerait une ingérence dans les champs de compétence du Québec».

This opposition day follows on an historical event yesterday in the Quebec National Assembly, when all members present voted unanimously in favour of the following motion-96 in favour and no one against, a fairly rare occurrence in any parliament: That the National Assembly reaffirm the consensus expressed in this House on December 13, 1990, on the occasion of the ministerial statement on manpower adjustment and occupational training, to the effect that: Quebec must have sole responsibility for policies pertaining to manpower adjustment and occupational training within its borders and patriate accordingly the funding allocated by the federal government to these programs in Quebec; Within the current constitutional framework and in order to improve services to customers- All Quebec MLAs, whether Parti Quebecois, Quebec Liberals, Action démocratique du Québec, everyone in the Quebec House unanimously adopted this motion, which continues: -Quebec must take over the control and management of various services pertaining to employment and manpower development and all programs that may be funded through the Unemployment Insurance Fund within Quebec's borders and must therefore receive the funding appropriate to such responsibilities; What they told the Quebec Legislative Assembly was not ``Let the federal government give money to the unemployed in voucher form so they can take Quebec courses under an agreement between the federal and the provincial governments''.

Et là on parle de l'ensemble des parlementaires de l'Assemblée nationale du Québec, les députés du Parti québécois, les députés du Parti libéral du Québec, le député de l'Action démocratique du Québec.
