At that time, the intransigence and formalism of the Commission and the Council prevented us from achieving that result and we had to be content with a modest alarm bell system. Now, thanks, not least, to that year and a half of patient, sometimes obscure work, the Commission appears to have changed its position and the Convention looks set to overcome the bureaucratic reservations of the governments.
À l'époque, l'intransigeance et le formalisme de la Commission et du Conseil nous ont empêchés d'atteindre ce résultat et nous avons dû nous contenter d'un modeste système de sonnette d'alarme ; aujourd'hui, grâce notamment à cette année et demie de labeur patient, parfois obscur, la Commission semble avoir changé d'avis et la Convention semble bien disposée à surmonter les réserves bureaucratiques des gouvernements.
