Calls on the NTC to protect the rights of minority and vulnerable groups, including thousands of sub-Saharan African migrants who face harassment solely due to their skin colour, and to ensure protection and evacuation of the migrants still stranded at the IOM centres or any improvised camps; calls in this respect on the VP/HR to provide the NTC with European support in the field of mediation in order to respond to this urgent situation in accordance with human rights and humanitarian standards; calls on EU Member States and the Commission to assist in resettling refugees who are still in camps at the Tunisian and other borders having fled the conflict and for whom a return to Libya would place their life at risk;

Takes note of the speech in Tripoli by NTC Chairman Jalil in which he announced that Libya will be a moderate Muslim country with a constitution to reflect this and will welcome the participation of women in public life; declares its expectation that the NTC will fulfil its responsibilities and deliver on the commitments it has made to build a tolerant, unified and democratic state in Libya, protecting universal human rights for all Libyan citizens, as well as for migrant workers and foreigners; calls on the NTC to actively stimulate and include women and young people in the political processes aimed at building political parties and democratic institutions;

That, in standing in solidarity with those seeking freedom in Libya, the House adopted government motions on March 21 and June 14, 2011 authorizing all necessary measures, including the use of the Canadian armed forces and military assets in accordance with United Nations Security Council Resolution 1973; that given the current military situation and the success of National Transitional Council (NTC) and anti-Gaddafi forces to date, the House supports an extension of up to three months of the involvement of the Canadian armed forces operating with NATO in accordance with the legal mandate from the UNSC Resolution 1973; that the House continues to support Canada's engagement in all spheres in the rebuilding of a new Libya, including human rights, democratic development and the rule of law; that the House deplores the violence committed by the previous regime against the Libyan people, including the alleged use of rape as a weapon of war; that the House of Commons Standing Committee on Foreign Affairs and International Development and the Standing Committee on National Defence shall remain seized of Canada's activities under UNSC Resolution 1973 and in the rebuilding of the new Libya; and that the House continues to offer its wholehearted and unconditional support to the brave men and women of the Canadian armed forces, who stand on guard for all of us, and continue to protect Libyan civilians from the risks still posed by the Gaddafi regime.

It expresses concerns about reports of serious human rights violations and welcomes the statements by NTC President Abdul Jalil concerning the need to refrain from reprisals and to protect minorities and vulnerable groups, such as the Sub-Saharan Africans, and former combatants.

During his discussions, the minister made clear to the NTC that the international community has the mandate to protect civilians in Libya, but that it is the responsibility of the NTC to liberate their country.

After the adoption of Doha Ministerial Declaration, the negotiations on agriculture have now entered the crucial phase of the establishment by 31 March 2003 of the modalities for further commitments on market access, domestic support and export competition. In this context, Ministers focused their discussion on policy measures and instruments to address non-trade concerns, in particular rural development, food security and protection of the environment, as well as the scope of modalities which should be designed to duly cover non-trade concerns, building on the outcome of the NTC Conferences held in Ullensvang, Norway in July 2000, in Mauritius in May 2001 and in Doha in November 2001.
