With regard to the fighting—you mentioned the NTC doesn't seem to want to engage in the heavy fighting—just to be clear, I think at this point the NTC is very cognizant of the fact that it does not want to have a long-term civil war, and it's approaching the fighting in these three cities and the areas around them very carefully so it does not end up with anything that can be interpreted as reprisal attacks or any kind of tribal fighting.
