Calls upon the Council, therefore, to examine the possibility of setting up a new, small-scale ESDP operation in parallel to Operation EUNAVFOR Atalanta to contribute to the training of TFG security forces, thereby bringing existing initiatives – including the French initiative in Djibouti and the Ugandan initiative as part of the training programme set up by AMISOM – into line with one another by ensuring that they take the same type of action; welcomes, in this regard, the approval by the Member States on 17 November 2009 of the Crisis Management Concept for a possible new ESDP operation for Somalia but insists that the adoption of this concept should in no way prejudge the decision on launching a mission, which can be taken only after a more detailed examination of the situation on the ground, making sure that human rights are respected, salaries are paid and equipment is provided and that the trained security forces are integrated into state and command structures so that, once they return, they will not turn against the government they are supposed to be protecting;

If it's just to show on a piece of paper that the master can handle the job, that's not a problem, but if enhancing the requirements for exempting vessels means that the pilotage authority, through the Government of Canada, suddenly has the right to put that captain or master through this whole new barrage of testing and certification, and only the pilots' association can certify the master who's going to work the $50 million vessel, then we're getting into some problems.

I can only say, as the new treasurer of the Greens, that I went to the administration and to the Court of Auditors back in November or December and pointed out that I had discovered a number of errors in the management of the finances on entering office, that there was mismanagement and that I would fight to get this mismanagement dealt with over the next three months. I also pointed out that I was in favour of maximum transparency and openness in this area and that we urgently needed to address the financing of European parties in order to be able to refute the accusation of indirect party financing which was rightly being levelled at Parliament.
