4. The Council considers that a number of challenges remain to be addressed by the ATA with the concrete assistance of the international community. These include the drafting and ratification of a new constitution that meets international standards and sanctions the obligation for Afghanistan to uphold its international commitments, notably in the area of human rights and the rule of law, and in conformity with the international treaties signed by Afghanistan, following a process of popular consultation.
