The stressful events or the continuing unpleasant circumstances are the primary and overriding causal factor and the disorder would not have occurred without their impact. The disorders in this section can thus be regarded as maladaptive responses to severe or continued stress, in that they interfere with successful coping mechanisms and therefore lead to problems of social functioning.

Definition: An ill-defined disorder of uncertain nosological validity. The category is designed to include a group of children with severe mental retardation (IQ below 35) who show major problems in hyperactivity and in attention, as well as stereotyped behaviours. They tend not to benefit from stimulant drugs (unlike those with an IQ in the normal range) and may exhibit a severe dysphoric reaction (sometimes with psychomotor retardation) when given stimulants. In adolescence, the overactivity tends to be replaced by underactivity (a pattern that is not usual in hyperkinetic children with normal intelligence). This syndrome is also often associated with a variety of developmental delays, either specific or global. The extent to which the behavioural pattern is a function of low IQ or of organic brain damage is not known.

Considérant que, de longue date, aussi bien la Commission européenne que le gouvernement grec ont été informés par lettre que la fixation de cette date s'était faite sans accord préalable et qu'il convenait de choisir une autre date quelconque, antérieure ou ultérieure, pour l'organisation de cette célébration, pour que les partis de l'opposition officielle puissent y participer, quelles démarches le Président de la Commission européenne, Romano Prodi, a-t-il entreprises pour éviter une situation regrettable qui porterait gravement préjudice à l'unité de l'Union européenne ?
