Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Definition: This category differs from others in that it includes disorders identifiable on the basis of not only symptoms and course but also the existence of one or other of two causative influences: an exceptionally stressful life event producing an acute stress reaction, or a significant life change leading to continued unpleasant circumstances that result in an adjustment disorder. Although less severe psychosocial stress ( life events ) may precipitate the onset or contribute to the presentation of a very wide range of disorders classified elsewhere in this chapter, its etiological importance is not always clear and in each case will be found to depend on individual, often idiosyncratic, vulnerability, i.e. the life events are neither necessary nor sufficient to explain the occurrence and form of the disorder. In contrast, the disorders brought together here are thought to arise always as a direct consequence of acute severe stress or continued trauma. The stressful events or the continuing unpleasant circumstances are the primary and overriding causal factor and the disorder would not have occurred without their impact. The disorders in this section can thus be regarded as maladaptive responses to severe or continued stress, in that they interfere with successful coping mechanisms and therefore lead to problems of social functioning.

Definition: An ill-defined disorder of uncertain nosological validity. The category is designed to include a group of children with severe mental retardation (IQ below 35) who show major problems in hyperactivity and in attention, as well as stereotyped behaviours. They tend not to benefit from stimulant drugs (unlike those with an IQ in the normal range) and may exhibit a severe dysphoric reaction (sometimes with psychomotor retardation) when given stimulants. In adolescence, the overactivity tends to be replaced by underactivity (a pattern that is not usual in hyperkinetic children with normal intelligence). This syndrome is also often associated with a variety of developmental delays, either specific or global. The extent to which the behavioural pattern is a function of low IQ or of organic brain damage is not known.

5. A delegated act adopted pursuant to Article 4(3a) shall enter into force only if no objection has been expressed either by the European Parliament or the Council within a period of 2 months of notification of that act to the European Parliament and the Council or if, before the expiry of that period, the European Parliament and the Council have both informed the Commission that they will not object. That period shall be extended by 2 months at the initiative of the European Parliament or the Council.
5. Irwin Cotler: With regard to the crisis in Syria: (a) what criteria does the government use to determine (i) whether to intervene, (ii) when to intervene, (iii) the nature and scope of any intervention; (b) who makes the determination in (a) and how; (c) what sources does the government rely upon in determining (a); (d) what legal obligations are considered with respect to (a) and in what ways does the Responsibility to Protect doctrine factor into decision making under (a); (e) in what ways has the government evaluated its obligations under the Responsibility to Protect doctrine with respect to Syria; (f) when were such evaluations done, by whom, and with what outcome; (g) have the criteria by which the government determines its official policy towards the crisis in Syria changed since 2012; (h) when the Minister of Foreign Affairs publicly expressed his support for an indictment of Bashar al-Assad by the International Criminal Court (ICC) in 2012, was this the position of the government and does it remain the position of the government that al-Assad ought to be indicted by the ICC; (j) with respect to Canada’s decision not to sign on to the request of 57 countries made in January, 2013, to ask the Security Council to refer the situation in Syria to the ICC, did Canada support this request; (k) with respect to (j), when, why, how, and by whom were the determinations made in this regard, and when was Canada approached to join in this endeavor and by what means; (l) what criteria were applied in determining whether to support this effort; (m) are there any specific policies or directives within the Department of Foreign Affairs and International Trade that guide decision-making with regard to Canadian intervention in situations of humanitarian crisis; (n) was the decision not to sign the Swiss-led letter asking the United Nations Security Council to refer the situation in Syria to the ICC made by the Minister of Fore ...

On 18 November 2009, Parliament, Council and the Commission therefore agreed to continue the budgetary procedure under the EC Treaty, but also reached an agreement covering the outcome of the budgetary procedure, including Parliament’s vote, which took place in full respect of the Multiannual Financial Framework. The President of the Council has just confirmed the agreement of the Council on the budget we have just voted. This means that Parliament and Council have now reached an agreement on a joint text, respecting the aim and purpose of Article 314. I thus note that the budgetary procedure, that was initiated under Article 272 of the Treaty establishing the European Community and continued under Article 314 of the Treaty on the Functioning of the European Union, has been completed in accordance with Article 314 of the Treaty on the Functioning of the European Union and the Multiannual Financial Framework. The budgetary procedure can thus be deemed to be completed and the budget is declared definitively adopted’.

There was an individual from city council, as the member has rightly noted, who objected because the port was in part in his ward, but other members from council who also share that port did not come to give a negative position and the city itself did not have a council position against it.

(11c) The European Council of Lisbon of 23 and 24 March 2000 declared its support for mobility as an essential feature of the new knowledge society and in promoting life-long learning. It called on the Member States, the Council and the Commission to take the necessary steps to foster the mobility of students, teachers and training staff, in particular by removing obstacles, through greater transparency in the recognition of qualifications and periods of study and training and through specific measures to remove obstacles to the mobility of teachers by 2002, and to develop a common European format for curricula vitae to facilitate mobility by helping the assessment, both by education and training establishments and by employers, of knowledge acquired. The European Council also called on the Council and the Commission to promote the creation of a Europe-wide database on jobs and learning opportunities to facilitate mobility, while making it easier to find jobs and overcome the skills shortage.
