Definition: This category differs from others in that it includes disorders identifiable on the basis of not only symptoms and course but also the existence of one or other of two causative influences: an exceptionally stressful life event producing an acute stress reaction, or a significant life change leading to continued unpleasant circumstances that result in an adjustment disorder. Although less severe psychosocial stress ( life events ) may precipitate the onset or contribute to the presentation of a very wide range of disorders classified elsewhere in this chapter, its etiological importance is not always clear and in each case will be found to depend on individual, often idiosyncratic, vulnerability, i.e. the life events are neither necessary nor sufficient to explain the occurrence and form of the disorder. In contrast, the disorders brought together here are thought to arise always as a direct consequence of acute severe stress or continued trauma. The stressful events or the continuing unpleasant circumstances are the primary and overriding causal factor and the disorder would not have occurred without their impact. The disorders in this section can thus be regarded as maladaptive responses to severe or continued stress, in that they interfere with successful coping mechanisms and therefore lead to problems of social functioning.

Under the Strategic Review of Better regulation in the EU and the Action Programme for Reducing Administrative Burdens in the EU the Commission identified the transport part of the proposal in a series of items - the so-called "fast track action" - where significant benefits could be generated in short term through relatively minor changes of the existing legislation. The action programme aims at the reduction of the administrative burdens on business by 25% by 2012 as part of the shared responsibility and the common endeavour by the Member States and the European institutions for the "Growth and Jobs" strategy.
Dans le contexte de l'examen stratégique du programme "Mieux légiférer" dans l'Union européenne et du programme d'action pour la réduction des charges administratives dans l'Union européenne, la Commission a identifié, pour la partie "transport" de la proposition, une série de points – propositions dites "d'action rapide" – qui permettraient de dégager d'importants avantages à court terme par la voie de modifications relativement mineures de la législation en vigueur. Le programme d'action vise à réduire les charges administratives pesant sur les entreprises de 25% d'ici à 2012, dans le cadre de la responsabilité partagée et des efforts communs des États membres et des institutions européennes dans le domaine de la stratégie de la croissance et de l'emploi.
