Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. La commission s'assure de plus: a) que l'intervenant fait valoir un intérêt manifestement identifiable et pertinent à l'examen auquel l'autorité doit procéder et qu'il y a lieu de faire valoir cet intérêt aux auditions; b) que l'intervenant n'a pas les moyens financiers de présenter sa cause sans aide financière: c) que l'intervenant a fait des démarches raisonnables pour obtenir des fonds d'autres sources; d) que l'intervenant a des antécédents de souci pour l'intérêt qu'il défend et d'engagement envers cet intérêt; e) que l'intervenant a fait des démarches raisonnables pour agir de concert avec les autres intervenants qui défendent des intérêts semblables au sien; f) que l'absence d'aide financière nuira à la défense de cet intérêt; g) que l'intervenant a préparé une proposition dans laquelle il indique l'usage qu'il fera de l'aide financière, qu'il a l'expertise pour comptabiliser l'utilisation des fonds, qu'il s'engage à présenter à la commission la comptabilité des dépenses et lui permettra d'examiner ses livres pour fins de vérification.
