Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. Definition: A disorder characterized by impairment of memory, learning difficulties, and reduced ability to concentrate on a task for more than brief periods. There is often a marked feeling of mental fatigue when mental tasks are attempted, and new learning is found to be subjectively difficult even when objectively successful. None of these symptoms is so severe that a diagnosis of either dementia (F00-F03) or delirium (F05.-) can be made. This diagnosis should be made only in association with a specified physical disorder, and should not be made in the presence of any of the mental or behavioural disorders classified to F10-F99. The disorder may precede, accompany, or follow a wide variety of infections and physical disorders, both cerebral and systemic, but direct evidence of cerebral involvement is not necessarily present. It can be differentiated from postencephalitic syndrome (F07.1) and postconcussional syndrome (F07.2) by its different etiology, more restricted range of generally milder symptoms, and usually shorter duration.

These protocols provide for a renewal of the previous 2004-2009 protocols with unchanged concessions for Iceland and a relatively modest increase in concessions for Norway, on the basis of which Norway will renew the fish transit arrangement, which had also expired on 30 April 2009.

As regards Iceland and Norway, as well as the United Kingdom and Ireland, it has to be taken into account that the Framework Decision constitutes a development of the Schengen acquis Therefore, compliance with this Framework Decision by Iceland and Norway is assessed in a specific procedure agreed with these States.

Two coordination meetings have already been organised in this regard and I would like to point out that the Commission has also, apart from addressing all the neighbouring countries of the Mediterranean Rim, but also Russia and Norway, held talks (it has not only addressed all these countries in writing) to stress the importance for maritime safety of the control of oil tankers by port authorities, but that, also, specifically with Russia, Norway, Algeria and Morocco, we have dealt with these issues in the bilateral meetings with the relevant ministers and, in the specific case of Russia and Norway, we are looking at the possibility of establishing a control system for maritime traffic in the Baltic and the North Sea, which allows us to increase safety and prevent any kind of problem.
