(28) Whereas inspections carried out by the Commission services have shown that the system of veterinary checks in Northern Ireland is more effective; whereas, therefore, a step-by-step approach is appropriate, starting with the lifting of the prohibitions on the dispatch of products from bovine animals slaughtered, cut, processed and stored in establishments exclusively used for products destined for dispatch to other Member States and third countries, located in Northern Ireland; whereas subsequent steps will include the lifting of the prohibition on the processing of eligible meat from Northern Ireland in Great Britain, under conditions which will be laid down at a later stage: whereas the Commission will immediately start investigating, with the authorities of the United Kingdom, by what means and under what conditions those restrictions may be further relaxed;

(27) Whereas the United Kingdom put forward a first proposal for an export certified herds scheme to the Commission on 25 February 1997; whereas the Scientific Veterinary Committee concluded at its meeting of 11 June 1997 that that proposal was not adequate; whereas the United Kingdom put forward a modified proposal dated 1 July 1997; whereas the Scientific Veterinary Committee issued an opinion on that revised proposal on 17 September 1997 stating that the major obstacle to approving the scheme for the entire territory of the United Kingdom was the lack of a comprehensive computerised movement and tracing system and associated database for live cattle in Great Britain but that an adequate system did appear to exist in Northern Ireland; whereas the Committee concluded furthermore that small modifications could be made to minor aspects of the scheme at the request of the competent Commission departments in order to comply with certification or control requirements; whereas the Food and Veterinary Office conducted a feasibility inspection in Northern Ireland from 3 to 7 November 1997; whereas the United Kingdom has agreed to further improvements in line with the recommendations made following that inspection; whereas, therefore, a partial lifting of the prohibition on the dispatch of products from bovine animals slaughtered in Northern Ireland is appropriate;
(27) considérant que le Royaume-Uni a présenté une première proposition de programme concernant les troupeaux autorisés à l'exportation le 25 février 1997; que le comité scientifique vétérinaire a conclu, lors de sa réunion du 11 juin 1997, que cette proposition n'était pas adéquate; que le Royaume-Uni a présenté une proposition modifiée en date du 1er juillet 1997; que le comité scientifique vétérinaire a émis un avis sur cette proposition le 17 septembre 1997 déclarant que le principal obstacle à l'approbation du programme pour l'ensemble du territoire du Royaume-Uni était l'absence de système global informatisé de mouvement et de traçage et d'une base de données associée pour les bovins vivants en Grande-Bretagne, mais qu'un système adéquat semblait exister en Irlande du Nord; que par ailleurs, le comité a conclu que de petites modifications pouvaient être apportées à des aspects mineurs du programme à la demande des services compétents de la Commission afin de répondre aux exigences en matière de certification ou de contrôle; que l'Office alimentaire et vétérinaire a effectué un contrôle de faisabilité en Irlande du Nord entre le 3 et le 7 novembre 1997; que le Royaume-Uni a accepté de procéder à des améliorations supplémentaires conformément aux recommandations formulées à la suite de cette inspection; que, en conséquence, une levée partielle de l'interdiction d'expédition de produits obtenus à partir de bovins abattus en Irlande du Nord est appropriée;

(5) Whereas the first subparagraph of Article 7(4) of Regulation (EC) No 1260/1999 sets up under Objective 1 a programme to assist the peace process in Northern Ireland (Peace) for 2000 to 2004 for the benefit of Northern Ireland and the border areas in Ireland under the same conditions as those pertaining to the programme for the period 1994 to 1999;
(5) considérant que l'article 7, paragraphe 4, premier alinéa, du règlement (CE) n° 1260/1999 dispose que, au titre de l'objectif n° 1, un progamme d'aide au processus de paix en Irlande du Nord (PEACE) est mis en place pour les années 2000 à 2004 au profit de l'Irlande du Nord et des régions frontalières d'Irlande selon les mêmes modalités que celles du programme relatif à la période de 1994 à 1999;
