Highlights in this context the positive impact of secondary metals, which help to significantly reduce energy and raw material input; calls therefore on the Commission to facilitate the development and functioning of secondary metal markets; encourages the establishment of a circular economy at every base metals production plant in order to link the exploitation of by-products and recycled metals with the aim of increasing their competitiveness; calls for it to be made mandatory to establish a circular economy at every base metals production plant in order to link the exploitation of by-products and recycled metals with the aim of increasing their competitiveness; adopts the aim of making rapid progress in the recycling of rare earths and critical metals consumed in the Union; calls for the development of strong links between the base metal recycling sector and other industries in order to strengthen the size and resilience of the industrial base, in particular in regions affected by deindustrialisation; emphasises in this context the large potential of product and material substitution and increasing the use of scrap metal inter alia in steel and aluminium production; stresses that most base metals can be recycled many times for a fraction of the energy used for primary production; is concerned by the large energy loss for Europe caused by the legal and illegal export of aluminium and copper to countries such as China and India, states which have established aluminium export bans themselves; believes that high environmental standards and circular economy principles should be fundamental to development and innovation investments in the base metals industry sector in Europe; calls on the Commission to develop economic incentives for recycling metals, including currently uneconomical critical raw materials such as rare earths, to investigate how markets for recycled materials can be supported by inter alia green certificates for recycled materials, eco-d ...

The major powers in the EU, namely France and Germany, with the support of the Portuguese Government have failed to promote the end of the illegal exploitation of natural resources – in which companies from EU countries have been involved – and the end of external meddling in the country; have failed to respond to requests for humanitarian aid from the United Nations; and have failed to promote and provide financial support for the disarmament and socio-economic development process, thereby ensuring that it is the local population that uses and benefits from the natural resources in the country.
Les principales puissances de l’UE, à savoir la France et l’Allemagne, avec le soutien du gouvernement portugais, ont refusé de promouvoir la fin de l’exploitation illégale des ressources naturelles - dans laquelle sont impliquées des entreprises de pays de l’UE - et la fin de l’ingérence extérieure dans le pays. 7. Welcomes the contents of Letter of amendment 2/2003 which takes on board 25% of Parliament's first reading amendments and agrees on the possibility to implement genetic resources activities under heading 3 and the creation of a separate budget line for the refunds of export of live bovine animals, while regretting that the amounts on the new budget line for the export of live animals have not been reduced as Parliament demanded; calls on the Commission to provide it with an annual report on the implementation of the Community rules on conditions for export of live animals, as agreed in the joint declaration annexed to this resolution; reiterates its request for a review of the funding provided for rural development; urges the Council to adopt, without delay, the legal basis regarding genetic resources;
7. se félicite du contenu de la lettre rectificative nº 2/2003 au PB, qui prend en compte 25 % des amendements adoptés par le Parlement en première lecture et approuve la possibilité de conduire sous la rubrique 3 les activités en rapport avec les ressources génétiques, ainsi que la création d'une ligne budgétaire distincte pour les restitutions applicables aux exportations de bovins vivants, mais déplore que les crédits figurant sur la nouvelle ligne consacrée aux exportations d'animaux vivants n'aient pas été réduits, comme le Parlement le demandait; demande à la Commission de lui fournir un rapport annuel sur la mise en œuvre de la réglementation communautaire relative aux conditions d'exportation d'animaux vivants, comme convenu dans la déclaration commune annexée à la présente résolution; réitère sa demande d'une révision du financement du développement rural; prie instamment le Conseil d'adopter sans retard la base juridique afférente aux ressources génétiques;
