Notes with concern that the lack of seconded staff must be compensated by local recruitment of staff whose salaries are paid by the Schools; calls on the Board of Governors to ensure that the Member States who do not contribute financially by seconding teachers pay an equivalent financial contribution to the Schools' budget;

The Commission proposal recommends, firstly, the establishment of a network of national supervisors which would work in tandem with a new European Supervisory Authority (ESA) formed of three pillars: one pillar for Banks (EBA), one pillar for Insurance and Occupational Pensions (EIOPA), and one pillar for Securities and Markets (ESMA). A ‘Joint Committee of the European Supervisory Authorities’ is proposed to ensure rules are correctly consolidated and to supervise the European financial markets. Secondly, the Commission proposal recommends setting up a European Systematic Risk Board (ESRB) to monitor and assess potential threats to financial stability that arise from macro-economic developments.
La proposition de la Commission recommande, en deuxième lieu, de créer un comité européen du risque systémique (CERS), qui sera chargé de surveiller et d'analyser les risques potentiels pour la stabilité financière que posent les évolutions macro-économiques. Le Parlement souscrit à cette approche à deux réserves près: l'intégration du CERS au sein des Autorités européennes de surveillance (AES) et l'élargissement des compétences des nouvelles Autorités afin de leur donner une dimension véritablement européenne.

We need to work on three things: firstly, undertaking immediate actions at European level to overcome the financial crisis; secondly, reforming the international financial system; and thirdly, strengthening what is referred to as ‘the real economy’ in order to minimise the consequences of the financial crisis and to create the conditions for a resurgence of growth and employment.
Nous devons travailler sur trois chantiers: premièrement, les actions immédiates au niveau européen pour sortir de la crise financière; deuxièmement, la réforme du système financier international; troisièmement, le renforcement de ce que l’on appelle «l’économie réelle» afin de minimiser les conséquences de la crise financière et de créer les conditions d’une relance de la croissance et de l’emploi.
