The Union needs to agree the next steps for its climate and energy framework beyond 2020 in order to prepare itself for international negotiations on a new legally binding agreement, but also to provide Member States, industry and other sectors with a clear legally-binding framework and target(s) to make the medium- and long-term investments needed in emissions reduction, energy efficiency and renewable energy.

The present proposal would require EBA to (i) develop around 23 technical standards and 5 guidelines (ii) take part in resolution colleges, make decisions in case of disagreement and exercise binding mediation and (iii) provide for recognition of third country resolution proceedings according to Article 85 and conclude non-binding framework cooperation arrangements with third countries according to Article 88.

Additional staff has been estimated for the 23 technical standards and 5 guidelines, including related actions reserved for the recognition of third country resolution proceedings, for the completion of non-binding framework cooperation arrangements with third countries as well as for on-going monitoring work, participation in colleges and the exercise of binding mediation of EBA.
