The areas of clinical law in which the society desires to work are those areas of law that particularly affect low-income individuals or disadvantaged communities, including legal matters related to the following: mediation and negotiation on housing and shelter, income maintenance, social assistance and other similar government programs; immigration law, human rights, health, work and disability, employment legal advice, representation and advocacy on these matters; test case representation on a poverty law issue if a case is found to be meritorious of such action; public legal education, production and translation of legal information, materials and workshops; independent legal advice, representation in court, duty counsel services, wills and powers of attorney, some contracts, some family law and child welfare law — I would like to note that many of these services are provided by the current legal aid civil program, but on a limited basis at this time; in family law, a third-party intervention service would be offered when a no-contact order, peace bond, emergency protection order or a civil restraining order prevents opposing parties from having direct contact when the court orders access to the children by the non-custodial parent — by that, I mean that a court may order that the non-custodial parent have access and to facilitate this and to avoid conflict, we would offer a third-party intervention, a place where the non-custodial parent could be with his or her children in a non-adversarial and non-threatening manner; an outreach component, including a 1-888 number to provide telephone-based legal assistance to low-income households across the Northwest Territories; a poverty law website of legal information in order to establish partnerships with isolated communities; and, very importantly, a community outreach advocate training program and policy that would be under the supervision of a lawyer.
Les domaines du droit que la société veut toucher sont ceux qui concernent en particulier les personnes dont le revenu est faible ou les collectivités défavorisées, c'est-à-dire les suivants : la médiation et la négociation par rapport au logement, le maintien du revenu, l'aide sociale et autres programmes gouvernementaux du genre; le droit de l'immigration, le droit de la personne, la santé, l'emploi et l'invalidité, le conseil juridique relatif à l'emploi, ainsi que la représentation et la défense par rapport aux questions d'emploi; la représentation dans les affaires relevant du droit de la pauvreté qui pourrait faire jurisprudence, dans les cas méritant cette représentation; l'enseignement offert à la population en matière juridique, ainsi que la production et la traduction d'information, de documents et d'ateliers sur des questions d'ordre juridique; les conseils juridiques indépendants, la représentation devant un tribunal, les services offerts par les avocats de service, les testaments et les procurations, certains types de contrat, une partie du droit de la famille et du droit relatif au bien-être des enfants — je veux souligner le fait que beaucoup de ces services sont offerts dans le cadre du programme actuel d'aide juridique civile, mais dans une mesure limitée; en droit de la famille, un service d'intervention par une tierce partie serait offert lorsqu'une ordonnance de non-communication, un engagement à ne pas troubler l'ordre public, une ordonnance de protection d'urgence ou une injonction restrictive civile empêcheraient les parties d'entrer en contact direct et que le tribunal formulerait une ordonnance donnant accès à l'enfant au parent qui n'a pas la garde de celui-ci — j'entends par là qu'un tribunal peut formuler une ordonnance permettant l'accès à l'enfant pour le parent qui n'a pas la garde, et que, pour faciliter les choses et éviter les conflits, nous offririons une intervention par une tierce partie, un endroit où le parent qui n'a pas ...
