Taking account of the cost-benefit analysis which was carried out and with a view to the objectives of certain Community programmes being achieved more effectively, Decision 2008/544/EC made the Agency responsible for implementing the following Community programmes and actions: the Public Health Programme 2003-2008, the Public Health Programme 2008-2013 as adopted by Decision No 1350/2007/EC of the European Parliament and of the Council (5), the Consumer Programme 2007-2013 as adopted by Decision 1926/2006/EC of the European Parliament and of the Council (6) and the food safety training measures covered by Regulation (EC) No 882/2004 of the European Parliament and of the Council (7) and Council Directive 2000/29/EC of 8 May 2000 on protective measures against the introduction into the Community of organisms harmful to plants or plant products and against their spread within the Community (8).
Compte tenu de l’analyse des coûts et des avantages qui a été réalisée et dans le but d’atteindre plus efficacement les objectifs poursuivis par certains programmes communautaires, la décision 2008/544/CE a chargé l’Agence de la mise en œuvre des programmes et actions communautaires suivants: le programme de santé publique 2003-2008, le programme de santé publique 2008-2013 adopté par la décision no 1350/2007/CE du Parlement européen et du Conseil (5), le programme des consommateurs 2007-2013 adopté par la décision no 1926/2006/CE du Parlement européen et du Conseil (6) et les mesures de formation en matière de sécurité alimentaire couvertes par le règlement (CE) no 882/2004 du Parlement européen et du Conseil (7) et la directive 2000/29/CE du Conseil du 8 mai 2000 concernant les mesures de protection contre l’introduction dans la Communauté d’organismes nuisibles aux végétaux ou aux produits végétaux et contre leur propagation à l’intérieur de la Communauté (8).

Welcomes the fact that the provisional application of the AIDCP by the EU has led to the publication of Council Regulation (EC) No 882/2003, of 19 May 2003, establishing a tuna tracking and verification system , a system whose full compatibility with AIDCP rules has been accredited by that organisation; considers that this represents, inter alia, a step towards the public recognition of the rules on responsible fishing and trade adopted in the RFOs, thus guaranteeing independent, non-discriminatory and reliable management and control; considers that, likewise, this represents a gesture of support for the system for protecting dolphins in purse-seine fisheries established by the AIDCP, whose system of observers and tuna tracking, including the dolphin safe label, is far removed from other private certification schemes which have hitherto been introduced;
21. se félicite de ce que l'application provisoire de l'APICD par l'UE ait donné lieu à la publication du règlement (CE) n° 882/2003 du Conseil du 19 mai 2003 établissant un système de suivi et de vérification du thon , système dont l'entière compatibilité avec les normes de l'APICD a été accréditée par cette organisation; estime que cela constitue, entre autres, un pas vers la reconnaissance publique des règles sur la responsabilité et le commerce adoptées par les ORP, garantissant ainsi une gestion et un contrôle indépendant, non discriminatoire et fiable; estime également que cela représente un geste de soutien au système de protection des dauphins dans les pêcheries clôturées établies par l'APICD dont le système d'observateurs et de suivi du thon, y compris l'étiquette "Dolphin-Safe" ("sans danger pour les dauphins") n'a rien de commun avec d'autres systèmes privés de certification en vigueur jusqu'à ce jour;
