(3) In order to facilitate the management of Union funding, to help accelerate investments in Member States and regions and to improve the availability of funding to the economy, Regulation (EC) No 1198/2006 was amended by Regulation (EU) No 387/2012 of the European Parliament and of the Council .
(3) Afin de faciliter la gestion des financements de l’Union, d’accélérer les investissements dans les États membres et les régions et d’améliorer la disponibilité des fonds pour l’économie, le règlement (CE) nº 1198/2006 a été modifié par le règlement (UE) nº 387/2012 du Parlement européen et du Conseil .

Regulation (EC) No 1198/2006 on the European Fisheries Fund (EFF) has in fact been previously amended by Regulation (EU) No 387/2012, which increased the interim and final payments to Member States receiving financial assistance by 10% above the co-financing rate applicable to each priority axis of the operational programmes, without modifying their overall allocation, to facilitate the management of Union funding and speed up investment in the fisheries sector in these countries.
Par le passé, le règlement (CE) n° 1198/2006 relatif au Fonds européen pour la pêche avait déjà été modifié par le règlement (UE) n° 387/2012 afin d'augmenter les paiements intermédiaires et finaux versés aux États membres bénéficiant d'une aide financière d'un montant correspondant à dix points de pourcentage au-dessus du taux de cofinancement applicable pour chaque axe prioritaire des programmes opérationnels, sans modifier leur dotation globale, de manière à faciliter la gestion du financement de l'Union et à accélérer les investissements dans le secteur de la pêche de ces pays.

4. The rapporteur wishes to highlight the urgent nature of this Commission proposal, given that Regulation (EU) No 387/2012 will remain in force only until 31 December 2013 and any hiatus in the ongoing co-financing arrangements must be avoided.
4. La rapporteure souligne le caractère urgent de la proposition de la Commission, dans la mesure où le règlement (UE) n° 387/2012 ne s'applique que jusqu'au 31 décembre 2013 et où aucune lacune n'est permise dans le système de cofinancement actuel.

The following information is brought to the attention of the persons designated in Annex I to Council Decision 2013/255/CFSP, as implemented by Council Implementing Decision 2014/387/CFSP (1), and in Annex II to Council Regulation (EU) No 36/2012, as implemented by Council Implementing Regulation (EU) No 693/2014 (2), concerning restrictive measures in view of the situation in Syria.
Les informations ci-après sont portées à l’attention des personnes figurant à l’annexe I de la décision 2013/255/PESC du Conseil, mise en œuvre par la décision d’exécution 2014/387/PESC du Conseil (1), et à l’annexe II du règlement (UE) no 36/2012 du Conseil, mis en œuvre par le règlement d’exécution (UE) no 693/2014 du Conseil (2) concernant des mesures restrictives en raison de la situation en Syrie.

5. Notes that since 2005, EU pre-accession assistance to the countries of the Western Balkans in the area of judiciary reform has amounted to EUR 240 064 387,48 for 124 projects, of which EUR 85 749 243,96 was paid out as of 31 December 2012; highlights that at present, 53 projects have been completed, 47 are ongoing and 23 are to be started ;
5. observe que, depuis 2005, l'aide de préadhésion de l'Union aux pays des Balkans occidentaux dans le domaine des réformes judiciaires s'élève à 240 064 387,48 EUR pour 124 projets, dont 85 749 243,96 EUR étaient versés au 31 décembre 2012; souligne qu'à ce jour, 53 projets ont été clôturés, 47 sont en cours de réalisation et 23 n'ont pas encore été lancés ;
