The scope and intensity of the international financial crisis affects the potential demand for Community medium-term financial assistance in the Member States outside the euro area and calls for a significant raising of the ceiling for the outstanding amount of loans to be granted to Member States laid down in Council Regulation (EC) No 332/2002 (3) from EUR 25 billion to EUR 50 billion.
L’ampleur et l’intensité de la crise financière internationale ont des incidences sur la demande potentielle d’un soutien financier communautaire à moyen terme des États membres n’appartenant pas à la zone euro et appellent à relever considérablement le plafond de l’encours en principal des prêts pouvant être accordés aux États membres, fixé par le règlement (CE) no 332/2002 du Conseil (3), à savoir de 25 milliards d’EUR à 50 milliards d’EUR.

Regulation (EC) No 332/2002 is hereby amended as follows:

In the light of recent experience gained in the functioning of medium-term financial assistance, the tasks and responsibilities of the Commission and of the Member States concerned with the implementation of Regulation (EC) No 332/2002 should be clarified.
Au vu de l’expérience récente acquise en ce qui concerne le fonctionnement du soutien financier à moyen terme, il convient de clarifier les rôles et responsabilités respectifs de la Commission et des États membres concernés par la mise en œuvre dudit règlement.

Regulation (EC) No 332/2002 should therefore be amended accordingly.
Il convient, dès lors, de modifier le règlement (CE) no 332/2002 en conséquence.

The large number of Member States currently outside the euro area affects the potential demand for Community medium-term financial assistance and, together with the evolution of the international context, calls for a significant raising of the ceiling for the outstanding amount of loans to be granted to Member States laid down in Regulation (EC) No 332/2002 (1) from EUR 12 billion to EUR 25 billion.
