D. whereas the total amount of aid channelled through the EDF is undergoing a considerable increase as the amount of Union aid under the Tenth EDF for the period 2008 to 2013 has been set at EUR 22 682 000 000 which represents a 37 % nominal increase per year compared with the financial allocations under the Ninth EDF, and while the EDF disbursements have doubled from 2000 to 2010, the problem of absorption capacity persists,
D. considérant que le montant total de l'aide transitant par le FED connaît une croissance considérable, puisque le montant de l'aide de l'Union au titre du dixième FED pour la période 2008-2013 a été fixé à 22 682 000 000 EUR, soit une augmentation nominale de 37 % par an par rapport au neuvième FED, alors que les dépenses du FED ont doublé entre 2000 et 2010 et que le problème de la capacité d'absorption persiste;

C. whereas the total amount of aid channelled through the EDF will increase considerably over the coming years because the amount of Union aid under the Tenth EDF for the period 2008 to 2013 has been set at EUR 22 682 000 000 which represents a 64 % increase compared with the financial allocations under the Ninth EDF; whereas there is a need for awareness of the looming problem of absorption capacity which requires full knowledge of appropriate expenditure,

Notes that, pursuant to Articles 1 and 103(3) of the Financial Regulation of 27 March 2003 applicable to the 9th European Development Fund, the Statement of Assurance does not extend to the part of the Ninth EDF resources (EUR 2 200 000 000) that is managed by the EIB and for which the EIB is responsible (footnotes 2 and 11 of the Annual Report on the EDFs);
12. observe que, conformément à l'article premier et à l'article 103, paragraphe 3, du règlement financier du 27 mars 2003 applicable au neuvième Fonds européen de développement, la déclaration d'assurance ne porte pas sur la partie du neuvième FED gérée par la BEI (2 200 000 000 EUR) et relevant de la responsabilité de la BEI (notes 2 et 11 du rapport annuel sur les FED);

7. Notes that, out of the total initial allocation of the Ninth EDF, which amounts to EUR 13 800 million, the European Investment Bank (EIB) is responsible for EUR 2 200 million, which is spent through the EDF investment facility; observes that the investment facility is neither covered by the ECA's statement of assurance nor by the Parliament's discharge procedure;
7. note que, sur les 13 800 millions d'EUR auxquels s'élève la dotation initiale totale du neuvième FED, la Banque européenne d'investissement (BEI) est en charge de 2 200 millions d'EUR, qui sont dépensés via la facilité d'investissement FED; observe que la facilité d'investissement n'est couverte ni par la déclaration d'assurance de la CCE ni par la procédure de décharge du Parlement;
