HONDURAS and NICARAGUA - Special Fund for Promoting Exports 32.000.000 ecus The aim of this programme is to set up a Special Fund to promote the exports of the two countries in central America which are least developed and which run the highest structural deficit in intra-regional trade. The objectives of the Special Fund will be to extend loans to exporters in the two countries on terms which provide incentive but which are none the less close to those found on the market.
HONDURAS ET NICARAGUA - Fonds Spécial de Promotion des Exportations 32 millions d'Ecus L'objet du présent programme est d'établir un Fonds Spécial destiné à promouvoir les exportations des deux pays moins développés de l'Isthme centre américain et structurellement déficitaires dans le commerce intra- régional/.- 2 - Le Fonds Spécial aura pour objet d'accorder des prêts aux entreprises exportatrices des deux pays à des conditions incitatives mais néanmoins proches de celles du marché.

The main activities concerned are: - a "reverse brain drain" project to repatriate some 300 qualified professional people who are to take up key posts in the administration, production and the public services (ECU 5.1 million); - special fund to promote the exports of Honduras and Nicaragua (a total of ECU 32 million for the two countries, with half for Nicaragua). The aim of this funding exercise is to grant loans to export undertakings to enable them to finance fixed capital investment, purchase inputs, have pre-investment studies carried out or pay for technical assistance; - food aid (to an estimated total value of ECU 10.5 million) with part of the foodstuffs intended for sale to generate counterpart funds (in the case of cereals and vegetable oils) and part for free distribution (in the case of milk).
Il s'agit en particulier des actions suivantes : - Projet de rapatriement de quelques 300 professionnels qualifiés ("brain drain à l'envers") destinés à occuper des postes clefs dans l'administration, la production, les services publices (5,1 MEcus). - Fonds spécial pour la promotion des exportations du Honduras et du Nicaragua (32 MEcus au total pour les deux pays, dont 16 pour le Nicaragua) : Ce fonds a pour objet d'accorder des prêts aux entreprises exportatrices pour le financement de projets d'investissement en capital fixe, l'achat d'intrants, la réalisation d'études de préinvestissement ou le recours à de l'assistance technique.
