D. whereas the responsibility of the two major economic and trading blocs, the EU and the USA, for the growing poverty in developing countries has not been duly tackled in the framework of the transatlantic dialogue, and whereas the recent announcement by President George W. Bush that the US wishes to abandon the Kyoto Protocol - and thus not to observe the polluter-pays principle but to place the burden of the fight against climate change on the weaker and non- responsible developing countries - is but the latest example of the US administration's lack of commitment to North-South justice and developing countries’ concerns and needs,

7. Remains deeply concerned by several statements made by President Bush as regards the Kyoto Protocol and recalls that the US has a moral obligation to respect commitments entered into by the Clinton Administration;
