The coming into force of the new Constitutional Treaty will open up a long term perspective in which the Union becomes the natural point of reference for a European space policy driven by demand, a view strongly supported by the European Parliament in a recent report. [11]

With a view to injecting a new dynamism into regional trade and investment relations, the Commission proposes a trade action plan, the Trans-Regional EU-ASEAN Trade Initiative (TREATI), which is set out in Annex II. This initiative paves the way for a possible free-trade agreement that should only come after the conclusion of the Doha Development Round and be subject to sufficient progress on regulatory convergence.
Dans le but d'imprimer un nouvel élan aux échanges régionaux et aux relations en matière d'investissement, la Commission propose l'initiative commerciale transrégionale UE-ANASE (TREATI), détaillé dans l'annexe II. Cette initiative est préalable à un possible accord de libre-échange qui devrait également attendre la conclusion du cycle de Doha sur le développement et être subordonné à des progrès suffisants en matière de convergence des réglementations.

Therefore, it intends to submit a proposal for a regulation setting the framework for the new citizens' initiative as quickly as possible after the new treaty comes into force.

To conclude, Mr President, I would like to say that a strategy of this kind would mean that, once the new treaty comes into force, we will not constantly be having to amend proposals that have just been adopted, and it will guarantee full jurisdictional control for the Court of Justice and the full and complete involvement of Parliament in defining policies that go to the very core of citizens’ rights.
Pour terminer, je voudrais dire, Monsieur le Président, qu'une telle stratégie nous permettrait de ne pas avoir à amender constamment, dès l'entrée en vigueur du nouveau traité, des propositions qui viennent juste d'être adoptées et de garantir également un plein contrôle juridictionnel de la Cour de justice ainsi que l'implication pleine et entière du Parlement dans la définition des politiques qui touchent au cœur même des droits des citoyens.

The Commission will re-examine the feasibility and necessity of a framework law on services of general interest when the Constitutional Treaty comes into force, in particular the new legal basis introduced by Article III-122 which states that: "Without prejudice to Articles III-55, III-56 and III-136, and given the place occupied by services of general economic interest as services to which all in the Union attribute value as well as their role in promoting social and territorial cohesion, the Union and the Member States, each within their respective powers and within the scope of application of the Constitution, shall take care that such services operate on the basis of principles and conditions, in particular economic and financial, which enable them to fulfil their missions.
La Commission réexaminera la faisabilité et la nécessité d'une loi-cadre relative aux services d'intérêt général lors de l'entrée en vigueur du traité constitutionnel et plus particulièrement de la nouvelle base juridique qu'introduirait l'article III-6 qui dispose que: «Sans préjudice des articles III-55, III-56 et III-136, et eu égard à la place qu'occupent les services d'intérêt économique général en tant que services auxquels tous dans l'Union attribuent une valeur ainsi qu'au rôle qu'ils jouent dans la promotion de sa cohésion sociale et territoriale, l'Union et ses États membres, chacun dans les limites de leurs compétences respectives et dans les limites du champ d'application de la Constitution, veillent à ce que ces services fonctionnent sur la base de principes et dans des conditions, notamment économiques et financières, qui leur permettent d'accomplir leurs missions.
