This is a new shared commitment under the Inter-institutional Agreement on Better Law-Making which was proposed by the Commission on 19 May 2015 and signed by the three Institutions on 13 April 2016.

This joint effort of the European Parliament, the Council of the EU and the European Commission is part of a new shared commitment and is explicitly foreseen in paragraph 7 of the Interinstitutional Agreement on Better Law Making, enabling the Union to turn proposals into action and produce results where they are most needed.

Regrets, in general, the Council's inability to find a common position, especially during the 21-day conciliation period and with regard to the adoption of the Draft Amending Budgets, and invites the Council and the Commission to agree jointly, at the beginning of 2015, on ways to improve the budgetary procedure with the aim of facilitating the adoption of the 2016 Union budget which should be the starting point of a new structural approach to the Union budget as to avoid unnecessary, returning conflicts as much as possible and to enhance the understanding among the interlocutors of the extent to which Union expenditures contribute to the shared commitment of growth and jobs for the Union;

Considers that the ‘Arab Spring’ has served to demonstrate the inadequacy of the EU's policies hitherto to effectively support people's strong desire for democracy, respect for fundamental freedoms, justice and accountable and representative government in countries where this is denied; welcomes, therefore, the Joint Communications by the Commission and the VP/HR on ‘A new response to a changing Neighbourhood’, expressing, among other points, the need for the establishment of the European Endowment for Democracy, and ‘A partnership for democracy and shared prosperity with the Southern Mediterranean’, and the approach taken of shared commitments and mutual accountability as regards the universal values of human rights, democracy and the rule of law, stronger incentive-based conditionality, differentiation of policies, the advancing of multilateral and sub-regional cooperation and the principle of further involving civil society; stresses that the ‘Arab Spring’ would become a paradox if it were to develop in a direction that denies the fundamental human rights of women, human rights defenders, religious minorities and other societal groups in the Arab Spring countries;
