Annex V to the Agreement in the form of an Exchange of Letters between the European Union and Iceland concerning additional trade preferences in agricultural products undertaken on the basis of Article 19 of the Agreement on the European Economic Area, approved by Council Decision (EU) 2017/1913 provides for an increase in the annual duty free tariff quotas and for the introduction of a new quota for cheeses.

Regarding the application of point 144(n) of the 2007-2013 Guidelines, which stipulates that if a Member State introduces a scheme for closing capacity, it must undertake to grant no aid for creating new production capacities in the sector concerned for the five years following the termination of the capacity closure programme, the French authorities stress that aid for the cessation of dairy production aims at restructuring the sector pursuant to the option offered by Regulation (EC) No 1234/2007, that the quotas released within the aid scheme are available to other producers and that the compatibility of this measure provided for by the Regulation should therefore be interpreted by the Commission.

Considérant, d'une part, que lors du débat sur le nouveau règlement toutes les propositions de régionalisation et d'individualisation des quotas ont été rejetées et que, conformément à ce nouveau règlement, les États membres ne peuvent réduire la culture du coton que dans certaines régions, pour des motifs environnementaux dûment étayés (et non pour des raisons générales, afin de satisfaire des intérêts politiques et de mesquines ambitions partisanes), quelles mesures la Commission compte-t-elle prendre pour mettre fin à la conduite arbitraire du gouvernement grec, afin d'assurer l'éligibilité de la totalité de la production de toutes les superficies déjà ensemencées et, à plus forte raison, de celles où le coton a déjà poussé ?
