New infrastructure cannot solve all congestion and accessibility problems because of the high costs and the long duration of planning procedures, and in certain areas because of environmental pressure and the scarcity of space. In seeking to make optimum use of existing transport capacity, the industry’s interest in cutting costs is consonant with the public interest of ensuring financial and environmental sustainability. Improving the load factor, enabling and stimulating transhipment onto rail and sea transport for long distances, optimising routing and timing, all contribute to increasing mobility whilst decreasing environmental impact per unit of freight transported.

Stresses that the EU cannot afford a continued fragmentation of the internal energy market; calls, therefore, for the full implementation of the existing regulatory framework (the Third Energy Package), sufficient energy interconnections between Member States and modernisation of the grids; believes, in addition, that the key objective of the EU energy security strategy must be to ensure that no Member State, or the EU collectively, is unduly vulnerable to disruption from a single energy supplier; emphasises that an energy security policy comprises various elements, with improved preparedness for disruptions in energy supply, cooperation and coordination in relations with third countries, and new infrastructure being just as important as, and developed in a way that chimes with, ambitions to develop renewable energy, implement energy efficiency measures and cut greenhouse gas emissions;

While these arrangements minimise the advantage to the selected operator to the minimum necessary to ensure operation of the infrastructure, an advantage to the operator of this new arena cannot be excluded.

Calls for energy’s share in the EU budget to be increased and notes the potential other financial instruments with effective European added value have for contributing to the funding of key European priority energy infrastructure projects in a regionally balanced manner, where, for example, such projects cannot be financed by the market, as well as for increasing European funding on new and renewable energy technologies, energy efficiency and energy savings policies and measures; states that the latter should remain key priorities, be well reflected and supported by the EU’s future financial perspective and reduce the need for additional new energy infrastructures and generation and production facilities in any future energy strategy;
