Commends the Turkish Constitution Conciliation Committee for its commitment to drafting a new Constitution and for the inclusive process of consulting civil society in a manner that reflects the diversity of Turkish society; expresses concern at the apparently slow progress made by the Committee so far; encourages the Committee to continue its work and to tackle – in an inclusive, representative and collegial way, and in line with the criteria and values of the EU – key issues such as (a) ensuring the separation of powers and an adequate system of checks and balances; (b) clarifying relations between the state, society and religion; (c) introducing an inclusive system of governance that secures the human rights and fundamental freedoms of all citizens; and (d) formulating an inclusive concept of citizenship; calls on all political parties, and on the actors concerned, to take a constructive approach in the negotiation of the new Constitution; is of the opinion that the involvement of, and dialogue with, the Venice Commission would produce positive results and support the constitutional process;

I take a highly critical view of this new attempt to introduce the Constitutional Treaty under the new name of Reform Treaty, as well as of the new distribution of votes in the European Parliament, which discriminates against my country. The report, based on highly dubious and far-fetched arguments that was adopted in the European Parliament’s Constitutional Committee, clearly strikes at some countries and favours others; and not for the first time, either.

[13] The summary report on the application of the former article 209a of the EC Treaty, the annual reports and the work undertaken by the Commission in the field of criminal-law protection of financial interests, the conclusions of the Committee of Independent Experts, the Dehaene, von Weiszäcker and Simon report on the institutional implications of enlargement and the work of the institutions, in particular Parliament, the Council and the Court of Auditors, constitute the bases for the reflections undertaken to define this new approach.

CONSIDERING the need to ensure the application and uniform implementation of the new acts or measures of the Schengen acquis which requires participation of the Associated States in the work of the committees which assist the Commission in the exercise of its executive powers where the decisions on the acts or measures constituting a development of the Schengen acquis are taken,

The Committee regards the present proposals as constituting a further important step towards the creation of a true Single Market, in line with its previous recommendation that ongoing reforms to the existing VAT system should continue to be carried out pending the introduction of a new definitive system.
