IN-CONTEXT TRANSLATIONS

In recent months major progress has been made in new capital markets in Europe and two relevant Action Plans, one on financial services (to be completed by 2005), the other on risk capital (to be completed by 2003), have been endorsed by the Lisbon Summit and are now underway.

This, in turn, will ease access by firms and other beneficiaries to loans, guarantees and other forms of risk finance; promote early-stage investment and the development of existing and new venture capital funds; improve knowledge transfer and the market in intellectual property; attract funds to the venture capital market; and, overall, help catalyse the passage from the conception, development and demonstration of new products and services to their commercialisation.

As a result, this new situation to some extent places obligations on them and on us in the dialogue we wish to hold with the managers of these funds.

That is why the rapporteur recommends that by the next 2006 summit the EU and the US agree to update the New Transatlantic Agenda (NTA) of 1995 and the Transatlantic Economic Partnership (TEP) that leads to the achievement of a "barrier-free transatlantic market" by 2015 with a 2010 accelerated target date for financial services and capital markets.

It will occur through a variety of channels including the adoption of labour saving technology as a result of tightening labour markets, the difficulty of ageing workers to adapt to the new requirements of the labour market, changes in the saving rate which in turn would constrain the pace of investment and of the embodiment of innovation into new capital goods [38], a risk for returns of human capital investment to decline in an ageing population, changes in the pace of investment in research [39], technological change and changes in the overall sectoral and geographical mobility as the share of young workers in the workforce declines.
