The Commission started work on a new Civil Society facility, which will focus on three areas of intervention: (i) support to local civic initiatives and capacity building; (ii) a people-to-people dialogue programme familiarising all types of stakeholders with EU policies, institutions and bodies, and; (iii) support to (international) partnership actions.

Stresses once more the importance of the contribution of civil society, trade unions and the media to building deep and sustainable democracy in Egypt; calls on the interim government to guarantee that domestic and international civil society organisations, independent trade unions and journalists can operate freely, without government interference, in the country; calls on the Egyptian authorities to ensure that the committee tasked with writing a new NGO law produces a draft which is in line with international standards; supports the decision of the Foreign Affairs Council of 21 August 2013 that, in the light of the negative impact of the economic situation on the most vulnerable groups of Egyptian society, EU assistance in the socio-economic sector and to civil society will continue;

E. whereas the Commission has undertaken to review some of the previous proposals on the statute for a European mutual society and to reconsider the need for legislative intervention with a view to a comprehensive impact assessment; whereas Parliament welcomes the study which the Commission has commissioned in this context on the current situation and prospects of mutual societies in the Union, which explores the difficulties confronting mutual societies on account of the lack of existing legal frameworks in certain Member States and the problems concerning the creation of new mutual societies due to capital requirements and the lack of solutions for grouping; whereas the Commission should propose adequate solutions to those problems in order to better recognise the contribution made by mutual societies to the social economy, including a statute;
E. considérant que la Commission a entrepris de réviser quelques-unes des précédentes propositions sur le statut de la mutualité européenne et de reconsidérer la nécessité d'une intervention législative en vue d'une évaluation d'impact globale; considérant que le Parlement se réjouit de l'étude commandée, dans ce contexte, par la Commission sur la situation actuelle et les perspectives des mutualités dans l'Union , qui analyse les difficultés rencontrées par celles-ci du fait de l'absence de cadres juridiques dans certains États membres et les problèmes relatifs à la création de nouvelles mutualités, en raison des exigences en matière de capitaux et de l'absence de solutions en matière de regroupement; considérant que la Commission devrait proposer des solutions appropriées, y compris un statut, pour résoudre ces problèmes afin de mieux reconnaître la contribution des mutualités à l'économie sociale;

First of all, because of the economic and financial repercussions of enlargement as the result of the accession of new Member States, the Union will have to be bold in adjusting its financial perspectives if they are to meet the demands both of enlargement and of its citizens and make an effective contribution to the stability and cohesion of the societies of the Member States, especially the new Member States. Secondly, I should like to comment on the accession of Cyprus and, more particularly, the atmosphere surrounding the Copenhagen Council.
Avant tout, nous devons noter que les conséquences économiques et financières de l'élargissement, résultat de l'adhésion de nouveaux pays membres, exigent sans aucun doute de la part de l'Union une réadaptation généreuse de ses perspectives financières, afin de couvrir non seulement les besoins liés à l'élargissement mais aussi ceux des citoyens. En effet, une telle réadaptation contribuerait efficacement à la stabilité et à la cohésion des sociétés des pays membres, surtout des nouveaux États membres.

In the spirit of the Agenda for Protection and the Convention Plus, the European Union must embark resolutely on a new approach to international protection based on better management of access for persons in need of international protection to the territory of the Member States and on consolidation of the possibilities for dealing with protection needs in the region of origin.
Dans l'esprit de l'Agenda pour la protection et de la "Convention +", l'Union européenne doit s'engager avec détermination dans une nouvelle approche de la protection internationale, qui se fonde à la fois sur une meilleure gestion de l'accès des personnes ayant besoin d'une protection internationale au territoire des États membres et sur une consolidation des possibilités de traitement des besoins de protection dans la région d'origine.
