The Honourable Senator Gauthier called the attention of the Senate to the difficulties faced by national broadcasters in delivering real-time closed-captioned programming and the inequality of access to closed captioning in French of programming on Radio-Canada and other francophone networks, which broadcast barely 50 per cent of their programs with closed captioning, compared with the anglophone networks, which, like the CBC, broadcast 100 per cent of their programming closed captioned.
