37. Demands that the EUCAP Nestor mission be coordinated with other initiatives relating to maritime security, such as MARSIC and MASE, which are financed by the Instrument for Stability and the European Development Fund, respectively; recommends the extension of the EUCAP Nestor mission to other countries as soon as they meet the necessary conditions;

4. Without prejudice to the existing provisions on the status of EUCAP NESTOR and its personnel, EUCAP NESTOR shall be responsible for any claims and obligations arising from the implementation of the mandate starting from 16 July 2014, with the exception of any claims relating to serious misconduct by the Head of Mission, for which the Head of Mission shall bear responsibility.
4. Sans préjudice des dispositions existantes concernant le statut d'EUCAP NESTOR et de son personnel, EUCAP NESTOR est responsable de toute plainte et obligation découlant de l'exécution du mandat à compter du 16 juillet 2014, à l'exception de toute plainte liée à une faute grave commise par le chef de mission, dont celui-ci assume la responsabilité.

41. Stresses that the comprehensive approach concept, which in this particular case stems from the Strategic Framework Strategy for the Horn of Africa, is evident in the combination of the three ongoing CSDP missions in the region (EUNAVFOR Atalanta, EU Training Mission in Somalia and EUCAP Nestor), flanked by political engagement and development policies; welcomes the activation of the EU Operations Centre, with the aim of facilitating the coordination and strengthening the synergies among these missions, which represents a significant step in the development of CSDP; points out that this example of complementarity and coordination should inspire other such actions where CSDP missions and operations are engaged in response to a multifaceted problem; notes that a permanent military planning and conduct capability could only further enhance the integration of any naval component in CSDP missions and operations;
41. souligne que le concept d'approche globale, qui découle dans ce cas particulier du cadre stratégique de la stratégie pour la Corne de l'Afrique, apparaît clairement dans la combinaison des trois missions en cours de la PSDC dans la région (EUNAVFOR Atalanta, mission de formation de l'Union européenne en Somalie et EUCAP Nestor), ainsi que de l'engagement politique et des politiques de développement; salue l'activation du Centre d'opérations de l'Union européenne, qui a pour but de faciliter la coordination et de renforcer les synergies entre ces missions, ce qui représente une avancée considérable dans le développement de la PSDC; insiste sur le fait que cet exemple de complémentarité et de coordination devrait inspirer d'autres actions similaires dans le cadre desquelles les missions et les opérations de la PSDC sont engagées en réponse à un problème multidimensionnel; note que des capacités permanentes de planification et de conduite d'opérations militaires de la PSDC ne pourraient qu'améliorer l'intégration de toute composante navale dans les missions et les opérations de la PSDC;

EUCAP Nestor is embedded in the EU strategic framework for the Horn of Africa and complementary to the other two CSDP missions in the region, EUNAVFOR contributing to the repression of piracy and to the protection of food aid shipments, and the EU Training Mission Somalia, which is contributing to training Somali armed forces in Uganda.
L’EUCAP Nestor s’inscrit dans le cadre de la stratégie de l’UE en faveur de la Corne de l’Afrique et complète les deux autres missions au titre de la PSDC dans la région: l’EUNAVFOR, qui contribue à la répression de la piraterie et à la protection des convois maritimes d'aide alimentaire, et la mission de formation de l'UE en Somalie, qui aide à la formation des forces armées somaliennes en Ouganda.
