Urges the VP/HR and the EUSR for Human Rights to offer the Moroccan authorities and the Polisario administration human rights training programmes in Western Sahara and in Tindouf, which would target police and other security agents, the judiciary, local administration officers, media and civil society organisations, building on the political reforms towards democracy, the rule of law and human rights initiated by Morocco, and without prejudice to a negotiated political settlement on the Western Sahara conflict but aiming at encouraging such a negotiation;

Reiterates its view that there is no alternative to a negotiated comprehensive settlement of the conflict, leading to a two-state solution with Israel and a Palestinian State living side by side within secure, internationally recognised borders; urges, in this connection, the parties to make every effort to create the conditions for the resumption of direct substantial negotiations;

Points out that the Israeli military action is irreversibly shattering the Annapolis process and jeopardising all the limited achievements and the remaining hopes of a negotiated comprehensive settlement of the conflict in the medium term; calls therefore on the EU to take a strong initiative without further delay, with a view to convening an international conference involving all the main actors, aimed at finalising the existing peace proposals, with particular reference to the Arab League proposal, and to laying the foundations for a comprehensive settlement based on a solution providing for two states, namely the State of Israel with secure and recognised borders and a viable Palestinian state with East Jerusalem as its capital;
