The mandate underlined the key messages the Commission wished to highlight in the negotiations, notably the need to avoid overheating in the Irish economy in view of the very ambitious spending programmes contained in the NDP; the welcome emphasis on "balanced regional development" through the regional programmes and the proposed national spatial strategy; the need to tackle bottlenecks throughout the economy, notably in infrastructure and the labour market, through investment but also by way of horizontal measures to improve the performance of the sectors and finally the priority attached by the Commission to environmental questions and in particular the protection of Natura 2000 sites.
Ce mandat soulignait les messages essentiels que la Commission souhaitait mettre en évidence dans les négociations, et notamment la nécessité d'éviter une surchauffe de l'économie irlandaise compte tenu des programmes de dépenses très ambitieux figurant dans le PND, l'attachement très apprécié au "développement régional équilibré" grâce aux programmes régionaux et à la stratégie d'aménagement du territoire proposée, la nécessité d'aborder les goulets d'étranglement dans toute l'économie, et notamment dans les infrastructures et sur le marché du travail, grâce à des investissements mais aussi par des mesures horizontales visant à améliorer les résultats sectoriels et, enfin, la priorité accordée par la Commission aux questions d'environnement, et notamment la protection des sites NATURA 2000.
