The investigation, initiated by the Commission in 1995 following several complaints and the notification by the Irish authorities of a financial restructuring programme, was related the company's restructuring plans involving the taking over by the National Treasury Management of a large portion of its debt, to allegations that the company may receive state aid through its sale of peat to the national state-owned Electricity Supply Board (ESB) and to alleged cross-subsidisation into its horticultural activities.
