2. Within 20 working days of the receipt of a complete set of information in accordance with paragraph 1, the central administrator shall open a national administrative platform account in the Union Registry or shall inform the national administrator of the refusal to open the account if the level of security ensured by the national administrative platform is not sufficient compared to the requirements of paragraph 1.

The national administrator shall provide information as required by the central administrator. This information shall include, at a minimum, the information set out in Annex III and evidence that the national administrative platform ensures a level of security equivalent or higher than the security ensured by the Union Registry in accordance with this Regulation, having regard to the technical and security requirements described in the data exchange and technical specifications provided for in Article 105.

I. whereas in March 2014 the US Department of Commerce’s National Telecommunications and Information Administration (NTIA) announced its intention to transfer the internet supervision functions of the IANA (Internet Assigned Numbers Authority) to the global multistakeholder community before the expiry of the current contract between the NTIA and the Internet Corporation for Assigned Names and Numbers (ICANN) in September 2015; whereas a balanced solution for this transition has to be found in time and should result in a system that cannot be subject to capture and manipulation, thereby continuing to ensure a stable internet;
I. considérant qu'en mars 2014, l'administration nationale des télécommunications et de l'information (NTIA) du ministère du commerce des États-Unis a annoncé son intention de transférer les fonctions de surveillance de l'internet exercées par l'organisme responsable de la gestion des adresses IP (IANA) à la communauté des parties prenantes au niveau mondial avant l'expiration, en septembre 2015, du contrat actuellement en cours entre la NTIA et la société pour l'attribution des noms de domaine et des numéros sur l'internet (ICANN); qu'il faut trouver en temps utile une solution équilibrée pour assurer cette transition, dont le résultat final doit être un système qui ne laisse aucune prise à l'accaparement ou à la manipulation et continue de garantir la stabilité de l'internet;

Z. whereas on 9 February 2013 a Cairo Administrative Court ordered a 30-day ban on YouTube and several other websites because of the ‘Innocence of Muslims’ video; whereas the Ministry of Information Technology and Communications and the National Telecommunication Regulatory Authority decided after a meeting that to block YouTube would technically affect the use of Google searching in Egypt, with economic consequences for the country, and therefore resisted the court order; whereas digital freedoms are enablers of universal human rights and should be upheld at all times, and not only because of economic interests;

Where the national accreditation body has imposed administrative measures on the verifier pursuant to Article 53 or where a suspension of the accreditation has been terminated or a decision on appeal has reversed the decision of a national accreditation body to impose administrative measures referred to in Article 53, the national accreditation body shall inform the following parties:
