Technical specifications shall be formulated by reference to European standards and national standards incorporating European standards, European technical approvals, European eco-labels, common technical specifications, criteria that govern product groups which are contained within national, regional and international environmental quality label systems complying with ISO 14024, international standards or, failing these, national standards or national technical approvals, or to any other technical reference adopted by European standardisation bodies, as defined in Annex XX, pluri-national or national eco-labels, requiring third-party certification or environmental management systems, provided that the reference includes the words "or equivalent".
