Its implementation has raised awareness of the European dimension of research at national level. It has stimulated a process bringing the parties involved in European research closer together and launching new cooperation initiatives and has led to the definition and adoption of a substantially redefined Framework Programme for Research.

With the aim of achieving the greatest possible impact of Union funding, Horizon 2020 should develop closer synergies, which may also take the form of public-public partnerships, with international, national and regional programmes that support research and innovation.

(2) Horizon 2020 – The Framework Programme for Research and Innovation (2014-2020) established by Regulation (EU) No ./2013 of the European Parliament and the Council of .(hereinafter 'Horizon 2020 Framework Programme') aims at achieving a greater impact on research and innovation by developing closer synergies, increasing coordination and avoiding unnecessary duplication with international, national and regional research programmes.

Taking as its reference point the Kok report, the Locatelli report sets out the requirements for the EU to be able to meet the 2010 targets: stimulation of private investment in research; an increase in human resources up to 8 researchers per 1000 active workers, or a total of 700 000 new researchers; support for high-quality basic research; closer links between the research and business worlds, notably with SMEs; improved channels of communication between research policies at European, national and regional level (the first-named including the EIB); and cutting red tape and simplifying procedures.

Under the ‘Capacities’ programme, the use and development of research infrastructures should be optimised; innovative capacities of SMEs and their ability to benefit from research should be strengthened; the development of regional research-driven clusters should be supported; the research potential in the Union's convergence and outermost regions should be unlocked; science and society should be brought closer together in European society; support should be given to the coherent development of research policies at national and Community level and horizontal actions and measures in support of international cooperation should be undertaken.
Au titre du programme «Capacités», il importe d'optimiser l'utilisation et le développement d'infrastructures de recherche, de renforcer les capacités d'innovation des PME et leur aptitude à tirer profit de la recherche, de soutenir le développement de groupements régionaux axés sur la recherche, de libérer le potentiel de recherche dans les régions de convergence et les régions ultrapériphériques de l'Union, de rapprocher science et société. Il convient de soutenir l'élaboration cohérente de politiques en matière de recherche au niveau national et communautaire et de lancer des actions et des mesures horizontales en faveur de la coopération internationale.

Cooperation between JRC and other research centres: In general, in addition to encouraging JRC participation in networks of excellence, closer cooperation is needed with research centres and institutes at Community, national and regional level.
