IN-CONTEXT TRANSLATIONS

21. Underlines the importance of National Minority Councils in their role of promoting the rights of national minorities and their democratic nature, and also encourages the appropriate and verifiable financing of them; welcomes Serbia’s commitment in drafting a dedicated Action Plan for National Minorities, which will further improve the implementation and development of practices and the legal framework on national minorities; reiterates its call on Serbia to ensure that the level of acquired rights and competences is retained in the process of their legal alignment with the decision of the Constitutional Court of Serbia, and urges the adoption of the Law on National Minority Councils as soon as possible for the clarification of their legal status and the certainty of their jurisdiction; expresses serious concern about the interruption of transmission of programmes in minority languages following the announced privatisation of the media; calls on Serbia to step up its efforts with regard to the effective and consistent implementation of legislation on protection of minorities and the non-discriminatory treatment of national minorities throughout Serbia, including in relation to education, especially regarding the timely funding and translation of minority native language textbooks, use of minority languages, representation in public administration and representative bodies at local, regional and national levels and access to media and religious services in minority languages; invites the Serbian Government to implement all international treaties and bilateral agreements concerning minority rights;

Recalling all previous Council conclusions, it encourages Serbia to reinvigorate, further develop and implement the reform agenda, particularly in the areas of the rule of law, the independence of key institutions, and further improving the business environment; special attention should be given to the rights and inclusion of vulnerable groups, particularly the Roma, as well as to the effective implementation of legislation on the protection of minorities, the non-discriminatory treatment of national minorities throughout Serbia, and tackling discrimination on the basis of sexual orientation or gender identity.
Rappelant toutes les conclusions précédentes du Conseil, il encourage la Serbie à donner un nouvel élan au programme de réformes, à lui donner davantage d'ampleur et à le mettre en œuvre, particulièrement dans les domaines qui ont trait à l'État de droit, à l'indépendance des grandes institutions et à l'amélioration plus marquée de l'environnement des entreprises. Calls for the effective implementation of the legislation and bilateral and multilateral agreements on national and ethnic minorities in an equal, non-discriminatory and proportional manner throughout the country; calls on the authorities to promote a climate of tolerance and equal treatment, without any discrimination against national and ethnic minorities, including access to education in the mother tongue, and use of languages in local and regional public administration; calls also for improvements in order to eliminate discrimination in existing laws and practices concerning property restitution for members belonging to national and ethnic minorities; underlines the importance of National Minority Councils, their role in the integration of national minorities such as in the implementation of the individual and collective rights of national minorities, and calls on the authorities to provide uninterrupted and adequate financial resources for their work; calls on the authorities to ensure a smooth electoral process for the 2014 election to the National Minority Councils, in line with the recommendations made by the independent bodies; expresses concern about the possible interruption of the broadcasting of programmes in minority languages because of the announced privatisation of the media;

42. Notes with regret that the Republican Council for National Minorities has not been active since 2009; calls on the authorities to facilitate in good faith the formation of the Bosniak National Council, as well as the integration of the two Islamic Communities in the country; draws attention to the fact that Sandžak and South and South-East Serbia, where a significant number of minorities live, are economically underdeveloped regions which require further efforts by the authorities to combat high unemployment and social exclusion; reiterates the importance of implementation of the protocol on national minorities signed by the Romanian and Serbian governments in Brussels on 1 March 2012; calls on the Serbian authorities to improve the situation of all minorities, including Roma, Bosniak, Albanian and Bulgarian minorities, which are disproportionally affected by the economic downturn, and to ensure consistent application of the legal framework on the protection of minorities throughout Serbia, notably in the areas of education, language and cultural rights; regrets the recent incidents in Vojvodina involving attacks on ethnic minorities; calls, therefore, on the authorities, particularly the forces of law and order, to investigate all details of the cases concerned;
