3. Supports the Commission’s recommendations to streamline the use of existing instruments and channels (such as the default use of the Europol channel and the creation of national integrated Single Point of Contacts) and to improve training and awareness on cross-border information exchange; is disappointed, however, that the Commission did not provide for a more ambitious, future-oriented vision, as was called for in the Stockholm Programme and the Internal Security Strategy, that could be a starting point for a political debate on how to shape and to optimise law enforcement data sharing in the EU, while guaranteeing a robust level of data protection and privacy; strongly encourages the Commission to come forward with this vision, setting a well-tailored framework for EU law enforcement information exchange based on principles such as necessity, quality, proportionality, efficiency and accountability and including a proper assessment of the availability principle and the concept of cross-matching;

Most Member States do not seem to have taken systematic account of gender issues in relation to immigration either at the level of policy or data collection, as appears from the evaluation of the national integration policies (reports of the national integration contact points, national action plans for employment, national action plans for social integration).

tackling the problem of lack of clear and comparable information and improving the quality of immigrant integration policies, by proving a tool to evaluate current policies, and a platform to discuss solutions improving the quality of the action of regional and local stakeholders when participating in the design and implementation of policies concerning the integration of third country nationals exchanging experiences about policies for the promotion of citizenship and coexistence in areas with a high concentration of non-EU immigrants collecting and distributing best practise examples on integration through sports addressing the specific situation of migrant women in order to facilitate their contact with the host country and the native citizens

Against this background, the Community and its Member States hope that policy on trade and on development cooperation will be capable of promoting regional economic integration among developing countries. 8. The Council considers that development cooperation policy must be based, inter alia, on: - developing capabilities and strengthening institutions, using technical assistance, research and technical or vocational training, and helping to make regional integration measures better fitted to their goals (by strengthening local capability, increasing awareness in the private sector and civil society and setting up information networks on regional integration); - support for the private sector, to help it take advantage of the opportunities offered by integration (contacts between heads of undertakings, support for setting up joint ventures, information and advisory centres and training); it must go hand in hand with specific technical support for strengthening the financial sector (banking and insurance); - at national level, on structural adjustment instruments, to help states in the process of adjustment which are carrying out reforms aimed at intra-regional economic liberalization involving net transitional costs; technical assistance in the area of economic reform, including adjustments to taxation systems, may also be contemplated.
Dans ce cadre, la Communauté et ses Etats membres estiment que la politique commerciale et la politique de coopération au développement sont susceptibles de promouvoir l'intégration économique régionale des PED. 8. S'agissant de la politique de coopération au développement, le Conseil considère qu'elle doit notamment s'appuyer : - sur le développement des capacités et le renforcement des institutions, en s'appuyant sur l'assistance technique, la recherche et la formation technique ou professionnelle, et en favorisant l'appropriation des mesures d'intégration régionale (par le renforcement des capacités locales, la sensibilisation du secteur privé et de la société civile et la création de réseaux d'informations sur l'intégration régionale) ; - sur le soutien au secteur privé pour qu'il saisisse les opportunités de l'intégration (contacts entre les chefs d'entreprises, soutien à la création d'entreprises conjointes, centres d'information et de conseil, formation) ; il doit s'accompagner d'un appui technique spécifique au renforcement du secteur financier (système bancaire et assurances) ; - au niveau national, sur les instruments mis en oeuvre dans le cadre de l'ajustement structurel, afin d'aider les Etats sous ajustement mettant en oeuvre des réformes visant à la libéralisation économique intra-régionale qui impliquent des coûts transitionnels nets ; une assistance technique dans le domaine des réformes économiques, y compris en ce qui concerne les adaptations des systèmes fiscaux, pourra également être envisagée.

To that end, and given its own slim structures and therefore lack of a prospecting network of its own, the ECF will need to seek the assistance of : - its shareholders, which will have to transmit projects to it; - its national correspondents, i.e. the other institutions in the Club which are not shareholders; - the credit institutions and investment companies of which the members of the Club are shareholders; - public and private, national and local credit institutions and investment companies, with which the ECF will have to establish "personal" links; - the Commission, which knows the efficient firms through the programmes it supports (technology, Esprit, Eureka, etc.); - the EIB; - the EVCA (European Venture Capital Association). The ECF's activities will consist in : a) the promotion of ventures; b) the study of business plans or project financing and assistance towards the implementation of such plans and financing; c) the integration of financial services, support for all the information services and contacts at transnational level necessary for getting ventures off the ground (e.g. contacts with the national authorities and organizations concerned).
A ce but, compte tenu de ses propres structures legeres et, consequemment, de l'absence de son propre reseau de prospection, ECF devrait activer le concours de : - ses actionnaires, qui auront a lui transmettre des projets; - ses correspondants nationaux, c'est-a-dire les autres institutions du Club qui ne seraient pas actionnaires; - les institutions de credit et les societes de partici- pation dont les membres du Club sont actionnaires; - les institutions de credit et les societes de partici- pation publiques et privees, nationales ou locales, et avec lesquelles ECF devrait etablir des liens "personnels"; - La Commission qui connait les entreprises performantes par les programmes qu'elle soutient (technologie, Esprit, Eureka....); - la BEI; - l'EVCA (European Venture Capital Association); L'activite de ECF s'orientera vers : a) la promotion d'initiatives; b) l'etude des "business plan" ou des "project financing" et l'assistance pour leur realisation; c) l'integration des services financiers, l'appui pour tous les renseignements et les contacts, au niveau transnational, necessaires au demarrage des initiatives (ex. : contacts avec les autorites et les milieux nationaux concernes).
