2. If the report shows that the structural measures provided for by this Regulation have not been sufficient to promote competition in the internal market for roaming services for the benefit of all European consumers or that the differences between roaming tariffs and national tariffs have not approached zero, the Commission shall make appropriate proposals to the European Parliament and the Council to address this situation and thus achieve an internal market for mobile communication services, ultimately with there being no difference between national and roaming tariffs.

S’il ressort du rapport que les mesures structurelles prévues par le présent règlement ont été insuffisantes pour renforcer la concurrence sur le marché intérieur des services d’itinérance au bénéfice de tous les consommateurs européens ou que les différences entre les tarifs d’itinérance et les tarifs nationaux ne se sont pas rapprochées de zéro, la Commission adresse des propositions appropriées au Parlement européen et au Conseil pour remédier à la situation et réaliser ainsi un marché intérieur des services de communications mobiles, à terme sans distinction entre les tarifs nationaux et les tarifs d’itinérance.

The format of the EU Blue Card should be in accordance with Council Regulation (EC) No 1030/2002 of 13 June 2002 laying down a uniform format for residence permits for third-country nationals (6), thus enabling the Member States to refer to the information, in particular, under which conditions the person is permitted to work.

demande au Conseil de faire de son mieux afin de mettre en œuvre le droit fondamental à la santé pour ce qui concerne le traitement de la douleur et l'accès aux antalgiques opiacés, en prenant acte de ce que l'Organe international de contrôle des stupéfiants a invité la communauté internationale à promouvoir la prescription de médicaments antidouleur, sous le contrôle strict d'organes de surveillance nationaux et internationaux reconnus, comme les gouvernements nationaux et les agences spécialisées des Nations unies, en particulier dans les pays pauvres, alors que leur grave sous-utilisation est constatée dans plus de 150 pays; demande au Conseil et à la Commission d'œuvrer à rendre plus efficaces et plus universels les programmes de l'OMS, par l'ouverture de ladite organisation à tous les États, comme le prévoit l'article 3 de sa Constitution;
