The representative said that quick fixes and band-aids were no longer sufficient, that a comprehensive national but locally focused strategy was required to really tackle crime and that the legislative priority for the Canadian Association of Chiefs of Police were guns and gangs, child predators, as two example. The Canadian Association of Chiefs of Police said that because of its legislative priorities, it had asked and pleaded with the Conservative government for modernization of investigative techniques.

Calls upon the Commission and the Member States" national and local authorities to learn from best practice in operation within the Member States which activate the whole of society and include positive action and intervention on the part of parents' associations and NGOs in schools and local residents, and to assess the experiments that have been conducted in the Member States as regards cooperation agreements between police authorities, educational establishments, local authorities, youth organisations and social services at local level (with due regard to the rule of shared confidentiality), together with national strategies and national youth programmes; calls upon the Member States to learn from best practice currently in operation within those States in order to combat the worrying increase in drug consumption by juveniles and in related delinquency, and from the most effective solutions to be applied in the event of problematic consumption, with particular regard to healthcare;
26. invite la Commission et les autorités nationales et locales des États membres à s'inspirer des meilleures pratiques ayant cours dans les États membres, propres à mobiliser l'ensemble de la société et comprenant des actions et interventions positives de la part des associations de parents d'élèves et d'ONG dans les écoles et d'habitants de quartiers ainsi qu'à tirer le bilan des expériences menées dans les États membres portant sur des accords de coopération entre autorités policières, établissements scolaires, autorités locales, organisations de jeunes et services sociaux à l'échelon local en respectant la règle du secret partagé, et des stratégies nationales et programmes de soutien des jeunes à l'échelle nationale; invite les États membres à s'inspirer des meilleures pratiques ayant cours parmi eux pour lutter contre le développement inquiétant de la consommation de drogues par les mineurs et de la délinquance qui y est liée, ainsi que des meilleures solutions à appliquer en cas de consommation problématique, notamment en matière de soins médicaux;

IV. INVITES THE COMMISSION AND THE MEMBER STATES to: 1. improve the contribution of Community programmes and measures to the maintenance and creation of jobs by SMEs and craft enterprises; 2. consult one another and, where necessary, coordinate their action in favour of SMEs, in particular in the framework of concerted action initiated under the Integrated Programme in favour of SMEs and the craft sector, in order to promote the exchange of experience and good practices, including in the sphere of local initiatives; 3. ensure that organizations representing SMEs and the craft sector at European and national level are consulted when policies concerning them are framed, implemented and monitored; 4. coordinate the various Community, national and local information networks more effectively, by recognizing, inter alia, the role of Euro-Info- Centres in providing enterprises, in particular SMEs, with Community information; 5. facilitate access to measures in favour of SMEs and the craft sector, in particular by keeping SMEs and craft enterprises apprised of the opportunities offered by Community, national or regional programmes and by simplifying the relevant procedures in order to facilitate their participation; 6. improve the operation of the internal market in order to enable small and medium-sized enterprises and craft enterprises to exploit all the opportunities offered by it, including in the public contracts sector, and to overcome any obstacles to internal trade; 7. encourage, where appropriate, the establishment of mutual guarantee arrangements among SMEs on a commercial basis.
IV. INVITE LA COMMISSION ET LES ETATS MEMBRES à : 1. améliorer la contribution des programmes et actions communautaires au maintien et à la création d'emplois par les PME et les entreprises artisanales, 2. se consulter mutuellement et à coordonner, pour autant que de besoin, leurs actions en faveur des PME, notamment dans le cadre des actions concertées initiées par le Programme Intégré en faveur des PME et de l'Artisanat, visant à favoriser l'échange d'expériences et de bonnes pratiques y compris dans le domaine des initiatives locales, 3. assurer la consultation des organisations représentatives des PME et de l'artisanat au niveau européen et national lors de l'élaboration des politiques les concernant ainsi que dans leur mise en oeuvre et leur suivi, 4. mieux coordonner les différents réseaux d'information communautaires, nationaux et locaux en reconnaissant entre autres le rôle des Euro-Info- Centres pour l'information communautaire des entreprises et en particulier des PME, 5. faciliter l'accès aux actions en faveur des PME et de l'artisanat notamment en informant les PME et les entreprises artisanales sur les opportunités offertes par les programmes tant communautaires que nationaux ou régionaux en simplifiant les procédures y afférentes afin de faciliter leur participation, 6. améliorer le fonctionnement du marché intérieur de façon à permettre aux petites et moyennes entreprises et aux entreprises artisanales d'en exploiter toutes les opportunités, y compris dans le domaine des marchés publics et de surmonter les obstacles éventuels qui entravent le commerce intérieur, 7. encourager, le cas échéant, la mise en place de mécanismes de cautionnement mutuel auprès des PME sur une base commerciale.
