Against this background, the second generation of NAPs Inclusion constitutes a strong political acknowledgement, three years after the Lisbon Summit, of the challenge to ensure social inclusion across the European Union. Member States have reiterated that modernisation of the economy should go hand in hand with efforts to reduce poverty and fight against exclusion.
Dans ce contexte, la deuxième génération de plans d'action nationaux pour l'inclusion sociale constitue une forte reconnaissance politique - trois années après le sommet de Lisbonne - du défi à relever pour garantir l'inclusion sociale dans toute l'Union européenne. Les États membres ont réaffirmé leur conviction selon laquelle la modernisation de l'économie doit marcher de concert avec les efforts pour réduire la pauvreté et lutter contre l'exclusion.

8. Expresses its strong concern about the constitutional drafting process, which has so far failed both to include all components of the Egyptian political spectrum, notably the Muslim Brotherhood, and to ensure adequate women’s participation; stresses that an inclusive, gender-sensitive and transparent constitutional process is indispensable in order to lay the foundations for a truly democratic and stable new Egypt, guaranteeing the fundamental rights and freedoms of all citizens of Egypt and promoting inter-religious tolerance and cohabitation;

Considers that fighting discrimination against the Roma, who constitute a pan-European cultural community, requires a comprehensive approach at European level, while acknowledging that primary responsibility for the protection of fundamental rights for Roma citizens and the promotion of their social, economic and political inclusion lies with the governments of Member States; asks the Commission to take a horizontal approach to Roma issues and develop additional proposals to deliver policy coherence at the European level regarding the social inclusion of the Roma, to prompt Member States to greater efforts to achieve visible results and to facilitate the exchange of best practices between Member States;
9. considère que la lutte contre la discrimination à l'encontre des Roms, qui forment une communauté culturelle paneuropéenne, exige une approche globale au niveau européen, mais reconnaît que la responsabilité première de protéger les droits fondamentaux des citoyens roms et de promouvoir leur intégration sociale, économique et politique incombe aux gouvernements des États membres; demande à la Commission d'adopter, pour les questions touchant aux Roms, une approche horizontale et d'élaborer de nouvelles propositions visant à mettre en cohérence la politique européenne en faveur de l'intégration sociale des Roms, à inciter les États membres à redoubler d'efforts pour obtenir des résultats visibles et à faciliter l'échange de bonnes pratiques entre eux;
