Invites Greece to use its Presidency of the EU, together with all interests in the Commission, the Council and Parliament, and in the country itself, to inject new political impetus into genuine and sincere efforts to find a mutually accepted solution to the name issue without further delay; notes the decision of 5 December 2011 of the International Court of Justice regarding the application of the interim accord of 13 September 1995; takes the view that the country’s leadership and the EU should consistently explain to the public the benefits of a solution once agreed ahead of the referendum on the issue; welcomes the meeting and talks between the Greek Foreign Minister Evangelos Venizelos and the French Foreign Minister Laurent Fabius regarding the country in hopes that this represents a sign of future greater positive developments regarding the possible resolution of the name issue;

As regards point (c), in order to avoid misinterpretations and unnecessary administrative costs and burden, the whole of Title V should apply from 1 January 2015 except as regards the application of the sCMO Regulation. Currently, the text of Art. 115(c) provides that only Chapter II of Title V (i.e. IACS) would apply from 1 January 2015, but other provisions, such as Art. 60-67 on general principles on checks, would apply already in 2014.As regards point (d), to make it possible to compare data and results, the monitoring and evaluation of the CAP (Art. 110) should apply from 16 October 2015 (i.e. after the CAP reform).As regards the transparency provisions (Art. 110a - 110d), Art. 110c of HZ Regulation states that the farmers have to be informed about the publication of their names, municipalities, support amounts etc.

In order to supplement or amend certain non-essential elements of this Regulation, the power to adopt acts in accordance with Article 290 of the Treaty should be delegated to the Commission in respect of supplementing the list of products set out in Annex I to this Regulation; establishing the restrictions and derogations with regard to the sourcing of feed in the case of a designation of origin; establishing restrictions and derogations with regard to the slaughtering of live animals or with regard to the sourcing of raw materials; laying down rules which limit the information contained in the product specification; establishing the Union symbols; laying down additional transitional rules in order to protect the rights and legitimate interests of producers or stakeholders concerned; laying down further details on the eligibility criteria for the names of traditional specialities guaranteed; laying down detailed rules relating to the criteria for optional quality terms; reserving an additional optional quality term, laying down its conditions of use and amending those conditions; laying down derogations to the use of the term ‘mountain product’ and establishing the methods of production, and other criteria relevant for the application of that optional quality term, in particular, laying down the conditions under which raw materials or feedstuffs are permitted to come from outside the mountain areas; laying down additional rules for determining the generic status of terms in the Union; laying down rules for determining the use of the name of a plant variety or of an animal breed; defining the rules for carrying out the national objection procedure for joint applications concerning more than one national territory; and for complementing the rules of the application process, the opposition process, the amendment application process and the cancellation process in general.

Welcomes the Commission's positive reply to Parliament's repeated demands - namely those expressed in paragraph 102 of its above-mentioned resolution on the discharge for 2001 - for public disclosure of the amounts received by and the names of the beneficiaries under the EU budget, as proposed in the European Transparency Initiative (COM(2006)0194 - SEC(2005)1300 ); regrets, however, that the equivalent information regarding recoveries of Community funds is excluded from the European Transparency Initiative; calls on the Commission to make available to the budgetary authority and ultimately to the public the names and amounts of recoveries due under or credited to the EU budget, as well as the final destination of these sums;

As regards the obligatory indication of the name or company name of the bottler or the consignor and the voluntary indication of the name, address and occupation of one or more of the persons involved in marketing, in order to ensure the smooth operation of the internal market and to ensure that the consumer is not misled, it should become compulsory to indicate the activity of those persons by the use of terms such as ‘wine-grower’, ‘harvested by’, ‘merchant’, ‘distributed by’, ‘importer’, ‘imported by’, and other similar terms.
En ce qui concerne l'indication obligatoire du nom ou de la raison sociale de l'embouteilleur ou de l'expéditeur, et l'indication facultative des nom, adresse et qualité d'une ou des personnes ayant participé à la commercialisation, pour assurer le bon fonctionnement du marché intérieur et pour assurer que le consommateur n'est pas induit en erreur, il convient de rendre obligatoire des indications faisant apparaître l'activité de ces personnes par des termes tels que «viticulteur», «récolté par», «négociant», «distribué par», «importateur», «importé par» ou d'autres termes analogues.
