10 (1) On the payment of any amount under this Act in respect of a deposit to a depositor, to a liquidator or into court, all the rights and interests of the depositor with respect to whom the payment is made in respect of the deposit, including any claim, action or cause of action and any charge or right of priority of payment under subsection 277(1) of the Bank Act or section 85 of the Canadian Payments Association Act, are assigned to and vest in Her Majesty in right of Canada, and Her Majesty may maintain an action in respect of those rights and interests in the name of the depositor or in the name of Her Majesty.

– (FR) Mr President, I would like to thank all the committee members who worked alongside the rapporteur, Mrs Gál, on these areas, as well as all those MEPs who took the floor today in this House, thereby showing that fundamental rights are very important. I can only support what has already been said by several MEPs, namely that it is high time that we focused on fundamental rights within the European Union in order to be credible and be able to talk about fundamental rights outside the European Union.
− Monsieur le Président, je voudrais remercier, autour de Mme la rapporteure, tous les membres de la commission qui ont travaillé sur ces domaines ainsi que tous les parlementaires qui sont intervenus aujourd’hui dans cette enceinte, montrant par là que les droits fondamentaux sont très importants et je ne peux que soutenir ce qui a été dit par plusieurs parlementaires, c’est-à-dire qu’il est grand temps que nous nous occupions des droits fondamentaux dans l’Union européenne pour avoir une crédibilité et pouvoir parler des droits fondamentaux hors de l’Union européenne.

We are rejecting it in the name of freedom, in the name of independence, in the name of the sovereignty which belongs solely to the people and which is inalienable, and in the name of those people’s right to self-determination.

Some serious incongruity does remain, arising from concerns which I share: I refer to those Community countries in which the right to life is and remains solely and exclusively a statement of principle, where human life is extinguished indiscriminately as early as conception; I refer to the European consumers, upon whom the Charter confers a large number of new, important rights, yet who are being fed meat from the remnants of mad cows, and this is an example of that capitalism which grows fat on the back of the poor; I refer to those factory workers who have the right to a stable job, yet who have no future because, in the name of globalisation, their jobs have been moved to wherever it is least expensive to run the firm; I refer to students and university teachers and the right to education, and I refer to the crumbling, obsolete structures of many countries which renounce this duty; I refer, ladies and gentlemen, to the freedom of expression and the right to express an opinion, and I refer to the many people who are crammed into the European prisons solely because they think differently to others; I refer to the right to housing and to an acceptable quality of life; I refer to the young people who, in the name of often mafia-like interests, are deprived even of the right to love.
