Any technical measures necessary in the longer term would be developed regionally under multiannual plans (with the possibility of temporarily incorporating technical measures into discard plans in the short term).

Decision No 276/1999/EC of the European Parliament and of the Council of 25 January 1999 adopting a Multiannual Community Action Plan on promoting safer use of the Internet and new online technologies by combating illegal and harmful content primarily in the area of the protection of children and minors (9) (the Safer Internet Action Plan 1998-2004) and Decision No 854/2005/EC of the European Parliament and of the Council of 11 May 2005 establishing a multiannual Community Programme on promoting safer use of the Internet and new online technologies (10) (the Safer Internet plus programme 2005-2008) have provided Community financing which, as demonstrated by the programme evaluations submitted to the European Parliament, the Council and the Committee of the Regions (COM(2001)0690, COM(2003)0653 and COM(2006)0663), has successfully encouraged a variety of initiatives and has provided ‘European added value’.

► Reform of existing instruments (see ‘Legislation to be simplified’ below), mainly to: 1) alter the structure of the provisions laying down conditions for the exploitation of fishery resources subject to catch limitations, in particular by separate treatment of catch limitations, technical measures, measures for the management of fishing effort and control measures; 2) target the decisions at uniform groups taking into account the scientific environment when drawing up institutional and administrative opinions, in particular by separating measures aimed at Baltic fish stocks, or by separating provisions concerning the results of negotiations within the regional fisheries organisations (for example NAFO); 3) develop multiannual approaches, notably by drawing up multiannual management plans such as those that exist (cod, Northern and Southern hake) and in particular for the sole fisheries in the Bay of Biscay and the Western Channel, Baltic cod and sole and plaice in the North Sea.
► Réforme des actes existants (voir « instruments légaux à simplifier» ci après), notamment afin : 1) d’aménager l’architecture des dispositions fixant les conditions d’exploitation des ressources de pêche soumises à des limitations de capture notamment en traitant de manière séparée les limitations de captures, les mesures techniques, les mesures de gestion des efforts de pêche et les mesures de contrôle. 2) de cibler les décisions sur des groupes homogènes en tenant compte de l’environnement scientifique pour la formulation des avis, institutionnel et administratif, notamment par la séparation des mesures visant les stocks halieutiques de la Baltique, ou encore par séparation des dispositions concernant les résultats des négociations au sein des organisations régionales de pêche (par exemple NAFO). 3) de développer les approches pluriannuelles, notamment par la mise au point de plans de gestion pluriannuels tels que ceux qui existent (cabillaud, merlu Nord et merlu Sud) et en particulier pour les pêcheries de sole du Golfe de Gascogne et Manche Ouest, de cabillaud en Baltique ainsi que de la sole et de la plie en Mer du Nord.

The new planning policy being tested aims to be: integrated, with assistance and social services consistent with the principles of universal access, closer partnership, and creation of networks and a monitoring system; extensively decentralised, with direct involvement of the regional authorities at all levels; partnership-based, the involvement of the various stakeholders being one aspect of the new planning system; and multisectoral in that the NAP, with different multiannual plans, is based on a timetable up to 2003, the policy objectives of which are not quantified at national level.

An action plan to mitigate the social, economic and regional consequences of the restructuring of the EU's fisheries sector [26] has been adopted by the Commission. It shows that following these changes and the growing needs resulting from scrapping plans and accompanying socio-economic measures, the Member States and regions whose fleets are most affected by the adoption of multiannual reconstitution or management plans will need take advantage of the mid-term review to carry out reprogramming of the actions part-financed by the Structural Funds.
Le plan d'action pour pallier les conséquences sociales, économiques et régionales de la restructuration du secteur de la pêche de l'UE [26] adopté par la Commission montre que suite à ces changements et aux besoins croissants qui résulteraient de plans de déchirage et de mesures d'accompagnement socio-économique, les États membres et les régions dont les flottes seront les plus affectées par l'adoption des plans de reconstitution ou de gestion pluriannuelle des stocks auront besoin de profiter de la révision à mi-parcours pour procéder à une reprogrammation des actions cofinancées par les Fonds structurels.
