Welcomes the decision of 12 December 2011 by the Foreign Affairs Council to establish a regional maritime capacity-building initiative, known as EUCAP Nestor, in order to strengthen the maritime and judicial capabilities and training of coastal police forces and judges, in consultation with and with the consent of the local communities in five countries in the Horn of Africa and the western Indian Ocean; calls on all Member States to staff the new mission without delay with competent civilian and military personnel; calls for close coordination with other initiatives, including the EU’s MARSIC project, under the Critical Maritime Routes Programme sponsored by the Instrument for Stability and the regional Maritime Security Programme (MASE), initiated by the countries of the Eastern and Southern Africa and Indian Ocean region and supported by the EU, and aimed at tackling piracy on land and enhancing judicial capacities to arrest, transfer, detain and prosecute piracy suspects; believes that only by enhancing the coastal security capabilities of the riparian countries, addressing the root causes of piracy on land and encouraging adherence to the BMP4 Best Management Practices for shipping and improved standards for the maritime security industry, will the international community be able to achieve the wider goal of stability and security for the region and therefore reduce the need for naval patrols in the area;

26. Calls on the Commission to examine the most effective ways of increasing synergies on the ground; suggests, in this respect, that consideration be given to the possibility of allowing the Member States to choose to have a single operational programme per region or a multi-regional operational programme in the framework of macro-regional strategies encompassing different funds (ERDF, ESF, Cohesion Fund, EAFRD and EFF) with a single managing authority, paying particular attention to the regions’ contributions to a decentralised approach and to giving the regions more autonomy and flexibility with regard to participation in their own strategies and upgrading regional and local levels of administration; suggests that the national management authorities in the Member States draw up future operational programmes geared as closely as possible to local and regional objectives;

Taking stock of past achievements and looking ahead to future challenges is particularly relevant following the entry into force of the Lisbon Treaty, as well as the adoption of a new multi-annual work programme and action plan for the area of Justice, Freedom and Security (the “Stockholm Programme”).

The Multi-annual Indicative Programmes shall determine the financial allocations for each programme using transparent criteria, based on the needs and performance of the partner countries or regions concerned and taking into account the particular difficulties faced by countries or regions in crisis or conflict.

Strategy papers shall be established for a period compatible with the priorities set in the policy framework and shall contain multi-annual indicative programmes including indicative multi-annual financial allocations and priority objectives for each country or region consistent with those listed in Article 2(2).

As regards financial execution, the efforts made to speed up expenditure mean that no automatic decommitment will arise on the basis of the expenditure declared on 31 December 2002, the exception being the multi-regional "Security" programme where there is a persistent problem and EUR1.1 million could conceivably be decommitted under the ESF.

For the seven ERDF/ESF programmes and the multi-regional ESF programme under the Objective 2 SPD (1997-99), as well as the seven EAGGF-Guidance/ERDF/ESF Objective 5b SPDs (1994-1999), the deadline for accounting for incurred expenditure is 31 December 2001, except for the Objective 2 programmes for Aragon and the Basque Country.
La date limite de comptabilisation des dépenses encourues est le 31 décembre 2001 pour les sept programmes opérationnels FEDER/FSE et le programme opérationnel plurirégional FSE du CCA objectif 2 (1997-99), ainsi que les sept DOCUP FEOGA-O/FEDER/FSE objectif n° 5b (1994-99), exception faite des programmes opérationnels objectif 2 de l'Aragon et du pays Basque.
