A. considérant que le projet de budget rectificatif n° 8 pour l'exercice 2013 (PBR 8/2013) porte sur une augmentation de 3,9 milliards d'EUR des crédits de paiement aux rubriques 1a, 1b, 2, 3a, 3b et 4 du cadre financier pluriannuel (CFP) destinée à faire face aux besoins restants jusqu'à la fin de l'année afin d'honorer les obligations juridiques découlant d'engagements passés et actuels, d'éviter des sanctions financières et de permettre aux bénéficiaires de recevoir les crédits prévus par les politiques adoptées par l'Union pour lesquelles le Parlement et le Conseil ont autorisé les crédits d'engagements correspondants au cours des exercices précédents,

4. Calls on the Commission to facilitate the adoption of the Multi-Annual Financial Framework (MFF) after 2013 by ensuring the information flow to the EP and by facilitating an open and constructive dialogue and collaboration in full accordance with the provisions of the Treaty of Lisbon during the whole procedure as committed by the Council Presidencies in December 2010; urges the Commission and the Council to make every effort necessary to swiftly reach an agreement with the Parliament on a practical working method for the MFF; recalls that the consent of the Parliament, based on a report of the Committee on Budgets, is compulsory for the adoption of the MFF by the Council; recalls EP’s guidelines for the MFF after 2013 as voted in the SURE report ‘Investing in the future: a new Multi-Annual Financial Framework (MFF) for a competitive, sustainable and inclusive Europe’;

2. Financing decisions adopting multi-annual programmes may provide for the conclusion of multi-annual legal commitments which shall take the form of financing agreements with the beneficiary country concerned.

3. Any unexpended balance left upon closure of the accounts of programmes and projects within the timeframe for commitments of the multi-annual financial framework of cooperation from which the programmes and projects have been funded shall accrue to the ACP State or the relevant organisation or body at regional or intra-ACP level’.
