Points out that the Badinter principle, as enshrined in the Constitution of the Former Yugoslav Republic of Macedonia, is intended as a means to dialogue and consensus in a multi-ethnic state; regrets that early in 2007, as a result of dissatisfaction with the application of the Badinter principle, the largest Albanian opposition party ceased all parliamentary activity; welcomes the fact that the consultations between government and the opposition resulted in an agreement covering the list of laws to be adopted by applying the Badinter principle, the use of the Albanian language in public institutions, the social security situation of former Albanian guerrilla fighters and the composition of the Committee on Inter-Ethnic Relations, thus enabling all elected members to resume their parliamentary duties and to show political responsibility; calls on this basis, following the implementation of the agreement, for the status of EU candidate country that was granted in 2005 to be accompanied as soon as possible by the actual start of accession negotiations; finally, invites all parties to maintain and consolidate this spirit of dialogue in settling their divergences and to pursue jointly the reform agenda which is essential for the country's European prospects;
6. souligne que le mécanisme Badinter, tel que consacré par la Constitution, est conçu comme un instrument de dialogue et de consensus dans un État pluriethnique; déplore qu'au début de 2007, le plus grand parti politique ethnique albanais, mécontent des conditions d'application du principe Badinter, ait cessé toute activité parlementaire; se félicite du fait que les consultations entre le gouvernement et l'opposition aient débouché sur un accord concernant la liste des lois à adopter par l'application du principe Badinter, l'utilisation de l'albanais dans les institutions publiques, la situation en matière de sécurité sociale des anciens membres de la guérilla albanaise et la composition du Conseil des relations interethniques, ce qui a permis à tous les députés élus de reprendre leurs activités parlementaires et de faire preuve de responsabilité politique; demande dès lors qu'après la mise en œuvre de l'accord, le statut de pays candidat à l'Union européenne reconnu en 2005 s'accompagne le plus rapidement possible de l'ouverture concrète de négociations d'adhésion; invite enfin toutes les parties à préserver et à consolider cet esprit de dialogue dans le règlement de leurs divergences et à poursuivre ensemble le programme de réforme qui est essentiel pour les perspectives européennes du pays;

8. Recalls that consistent application of the Badinter principle ensures continued inter-ethnic cooperation and a relationship of trust between all parties; regrets in this respect the recent example of the vote on the amendments to the Broadcasting Law, whereby, although the law itself was adopted in accordance with the Badinter principle, the amendments were only adopted by a simple majority; calls urgently for maintenance and consistent application of the independence of public broadcasting established in the Law of November 2005, which – unlike the previous situation of political interference – complies with European media standards;
8. rappelle qu'une application adéquate du principe Badinter permet d'assurer une coopération interethnique constante et d'instaurer une relation de confiance entre toutes les parties; déplore à cet égard l'exemple récent du vote sur les amendements à la loi sur la radiodiffusion étant donné que, bien que la loi elle-même ait été adoptée conformément au principe Badinter, les amendements ont été adoptés uniquement à la majorité simple; demande instamment de préserver et d'appliquer systématiquement l'indépendance de la radiotélévision publique reconnue par la loi de novembre 2005, qui est conforme aux normes européennes dans le domaine des médias, contrairement à la situation d'ingérence politique qui prévalait auparavant;
